Manager (Clinical Events and Data Evaluation), OPSQ

The Clinical Events and Data Evaluation (CEDE) manager plays a pivotal role in transforming how the organisation approaches incident management through having critical oversight of SingHealth Incident Reporting System (IRS). The job responsibilities include:

  • Provide oversight and governance to ensure all reported incidents are reviewed and translated into actionable learnings for organisational improvement
  • Represent SGH strategically at cluster level by collating feedback from IRS module owners, influencing cluster-led enhancement projects, proactively identifying areas requiring IRS redesign and escalating issues to improve usability and access
  • Participate and coordinate User Acceptance Testing (UAT) for system enhancements with Cluster Project Managers and SGH stakeholders to ensure incorporation of considerations.
  • Provide technical and administrative support for the IRS, including continuous training, information dissemination, and liaison with departments
  • Analyse incident trends and extract learning points to identify problem areas for risk mitigation through comprehensive data evaluation
  • Generate dashboards at regular time intervals for tracking incident volumes and patterns to support strategic decision-making
  • Provide relevant data points to derive Clinical Quality Indicators (CQIs) for outcome monitoring and performance assessment of patient safety programmes / initiatives
  • Fulfill data requests, deliver insights and recommendations based on incident data to inform quality improvement initiatives
  • Ensure incidents under CEDE purview are appropriately triaged and reviewed with high-priority incidents escalated to senior management and reported to relevant authorities as per MOH licensing conditions in a timely manner
  • Facilitate and guide departments and other institutions (if applicable) to perform necessary investigations, ensuring root causes are identified and comprehensive mitigation plans are developed for high-risk incidents
  • Ensure the CEDE team members maintains proficiency and standardization in case management.
  • Contribute to efforts enhancing incident reporting through strategic initiatives aimed at improving reporting rates and quality
  • Collaborate with the Clinical Risk Management (CRM) department on publicity efforts to promote transparent incident reporting culture
  • Improve user access and engagement through system enhancements and user experience improvements
  • Educate hospital staff on appropriate incidents for reporting, promoting transparency in incident management processes, and fostering a culture of learning from near-miss events
  • Guide Root Cause Analysis (RCA) secretariat in all steps of RCA process. (e.g. providing direction in investigation process, coaching on interviews, reviewing of RCA minutes) and conduct debrief and after-action reviews to ensure effective learning.
  • Facilitate, and conduct modular training in RCA workshop.
  • Develop and execute change management plans for new initiatives
  • Oversee budget planning and resource allocation to support strategic initiatives
Requirements:
  • Bachelor’s Degree in Science / Healthcare related
  • At least 8 years of relevant experience in a healthcare industry is preferred.

  • Proficient in Microsoft PowerPoint and Microsoft Excel in data organization, presentation, and data storytelling for high-level reporting
  • Excellent communication and planning skills, macro-thinking, and EQ skills to build goodwill with stakeholders
  • Team-player, demonstrate team spirit and skills in leading teams
  • Ability to handle a fast paced environment and work independently under pressure
