Job summary

Canadian Tire Bank is seeking a Manager, Business Compliance to lead a team driving the Regulatory Compliance Management program. You will partner with business units to embed compliant practices, manage regulatory changes, and oversee risk assessments and issue remediation.

The role emphasizes building strong relationships with stakeholders, guiding controls, and maturing the compliance function within a dynamic financial services environment.

Qualifications

  • 5+ years of experience in regulatory compliance, risk management, audit, monitoring and testing, or a related financial services discipline, including experience leading teams or initiatives.
  • Significant experience leading or executing compliance Monitoring & Testing programs within a regulated environment, including test planning, execution, issue identification, remediation validation, and reporting.
  • Strong understanding of risk and control frameworks, testing methodologies, and the three lines of defence model.
  • Experience assessing business processes, evaluating control effectiveness, and identifying opportunities to strengthen compliance outcomes.
  • Proven ability to build strong relationships and influence outcomes across business, compliance, risk, audit, and other stakeholder groups.
  • Demonstrated ability to work effectively with second-line compliance and other independent oversight functions, respond positively to challenge, and build alignment across multiple stakeholder groups.
  • Strong business partnership skills with the ability to provide practical solutions that balance regulatory expectations with business objectives.
  • Demonstrated change leadership experience, including supporting new programs, new processes, organizational change, or regulatory transformation initiatives.
  • Strong written and verbal communication, facilitation, and stakeholder management skills, including the ability to prepare clear, concise reports and presentations and communicate complex compliance risks, findings, and recommendations to stakeholders at all levels of the organization.
  • Strong analytical and problem-solving skills, with the ability to navigate ambiguity and exercise sound judgment.
  • Experience using Governance, Risk and Compliance (GRC) platforms is preferred.
  • Working knowledge of Canadian banking regulations, regulatory expectations, and regulatory compliance management practices

Responsibilities

  • Lead, coach, and develop a team of Business Compliance professionals across regulatory contexts.
  • Lead the execution of first-line Monitoring & Testing activities with established methodologies and testing plans.
  • Establish strong Monitoring & Testing practices ensuring quality and consistency.
  • Build partnerships with business leaders and Corporate Compliance to integrate regulatory requirements.
  • Advise and influence on regulatory risks, control effectiveness, and remediation efforts.
  • Oversee regulatory risk assessments including inherent, control, and residual risk evaluations.
  • Support stakeholders in identifying, documenting, enhancing, and maintaining controls.
  • Lead regulatory change management activities including impact assessments and tracking.
  • Oversee issue management from identification to remediation validation and closure.
  • Support compliance reporting, governance activities, and management insights.
  • Apply risk-based approaches to balance regulatory requirements with business objectives.
  • Contribute to ongoing maturation of the compliance function through process improvement.

Job description

Reporting to the AVP, Business Compliance, the Manager, Business Compliance will lead a team responsible for supporting the execution of Canadian Tire Bank's Regulatory Compliance Management (RCM) Program within the first line of defence. As part of a newly established Business Compliance function, this role will help embed compliance practices into day-to-day business operations while supporting the business in effectively managing regulatory compliance risks.

What You'll Do

The successful candidate will act as a trusted advisor and partner to business stakeholders, helping them navigate regulatory requirements, strengthen controls, address compliance issues, and build sustainable compliance practices that support business objectives. Responsibilities are expected to evolve as the Business Compliance function continues to mature.

  • Lead, coach, and develop a team of Business Compliance professionals supporting regulatory compliance activities across assigned business areas.
  • Lead the execution of first-line Monitoring & Testing activities in accordance with methodologies, standards, and testing plans established by Corporate Compliance, including planning, execution, issue identification, reporting, remediation validation, and follow-up activities.
  • Establish strong Monitoring & Testing practices within the Business Compliance team, ensuring quality, consistency, and effective execution.
  • Build strong partnerships with business leaders, process owners, and Corporate Compliance to support the effective management of regulatory compliance risk and integration of regulatory requirements into business processes, controls, and decision-making.
  • Act as a trusted advisor and influencer by providing practical guidance and constructive challenge on regulatory compliance risks, control effectiveness, remediation activities, and emerging regulatory requirements.
  • Facilitate and oversee compliance risk assessments, including inherent risk assessments, control effectiveness assessments, and residual risk evaluations in partnership with business stakeholders.
  • Support business stakeholders in identifying, documenting, enhancing, and maintaining controls designed to address regulatory compliance risks.
  • Lead and oversee regulatory change management activities, including Business Impact Assessments, implementation tracking, and escalation of delays, gaps, or interpretation concerns.
  • Lead issue management activities, including issue identification, root cause analysis, remediation planning, action plan tracking, validation, and closure readiness assessments.
  • Partner with Corporate Compliance and business stakeholders to support compliance reporting, management insights, and governance activities, with responsibilities evolving as the Business Compliance function matures.
  • Apply a pragmatic, risk-based approach to solving compliance challenges while balancing regulatory requirements, business objectives, customer impacts, and operational realities.
  • Support the ongoing maturation of the Business Compliance function through process improvement, capability development, and continuous enhancement of compliance practices.

Broadband Salary Range: $79,000 - $131,000

Salary decisions are also dependent on other factors such as your experience, industry benchmarks, internal equity and other role-specific requirements. For critical roles, the compensation offering will be reviewed to ensure alignment with market rate and conditions and the unique value you bring to the role.
