Duties: Under the general direction of the Manager of Workplace Culture, the Leadership Development Specialist is accountable for the strategic design and implementation of a comprehensive leadership development strategy. This includes an attributes model, programs, initiatives and resources that build leadership capacity, drive cultural transformation, and support employee engagement and retention across the Manitoba government. The Specialist leads the development of this work and collaborates with internal and external partners to analyse, design, implement and evaluate programming and resources.

Qualifications:

  • Post-secondary degree or diploma in a related discipline such as Business, Public Administration, Human Resources, Organizational Behaviour, Organization Design, Leadership Studies, Education, or Psychology with extensive experience specific to leadership development, including using various delivery methods and formats to improve leadership development and extensive understanding of leadership attributes or competency models
  • Experience developing large‑scale, complex leadership development programs, initiatives and resources. This includes implementing communication strategies and methods for measuring impact and effectiveness
  • Strong project and change management skills with experience managing multiple projects of varying complexity simultaneously
  • Strong verbal communication skills with the ability to listen with understanding and present information clearly to a variety of audiences, including senior and executive leadership
  • Strong written communication skills with the ability to prepare high-quality materials for a variety of audiences
  • Strong interpersonal and collaboration skills with the ability to build effective partnerships across diverse groups and be recognized as a subject matter specialist
  • Ability to work independently, show initiative and exercise sound judgement in decision‑making
  • Political acumen and strategic awareness, with the ability to understand and apply government priorities, goals and operating environment to leadership development initiatives

Desired:

  • Experience as a leadership coach, including supporting individuals or teams in enhancing performance through coaching strategies
