- Project Lifecycle Management
- Being accountable for the successful delivery of mid- to large-scale IT projects.
- Providing strategic leadership through all phases of the project lifecycle.
- Utilizing Agile, Waterfall, or hybrid methodologies as appropriate.
- Ensuring alignment with organizational goals and stakeholder expectations.
- Ensuring formal project closure, including final reporting, documentation, and sign-off.
- Conducting post-project reviews and applying lessons learned to future initiatives.
- Organizational Alignment
- Actively participating in management team meetings to discuss project performance, staffing needs, and cross-functional alignment.
- Aligning project delivery with strategic business goals.
- Project Planning and Definition
- Leading project planning, budgeting, and resource allocation.
- Collaborating with internal clients to define project scope, deliverables, timelines, and success criteria.
- Reviewing and approving work breakdown structures (WBS), cost estimates, baseline schedules, and change requests.
- Budgeting and Financial Oversight
- Establishing and administering project budgets and schedules.
- Approving changes to budgets and timelines.
- Authorizing expenditures and procurement requisitions, including purchase orders, invoices, and expense claims within authority limits.
- Team Coordination and Communication
- Building and leading large, cross-functional project teams.
- Defining and communicating clear roles and responsibilities.
- Establishing priorities and ensuring clarity of goals and expectations.
- Performance Management and Mentorship
- Providing timely, constructive, and objective performance feedback.
- Supporting formal performance evaluations.
- Leading by example and coaching less experienced staff through mentorship and cross-training.
- Stakeholder Engagement
- Monitoring, evaluating, and reporting on project performance to clients, senior leadership, and key stakeholders.
- Ensuring transparency and supporting informed decision-making.
- Vendor Relations
- Coordinating with vendors to ensure deliverables and service levels are met.
- Participating in contract negotiations and overseeing vendor performance.
- Risk & Change Management
- Risk Identification and Mitigation.
- Proactively identifying risks and implementing mitigation strategies.
- Maintaining control over project scope and managing change effectively.
- Resource Management
- Identifying, securing, and coordinating internal and external resources.
- Ensuring resources are available and aligned with project timelines.

What we are looking for:
- Education
- Graduation from a recognized educational institution in computer science, OR Graduation from an equivalent formal educational program and relevant IT technical and project management experience.
- Achievement of a project management certification from PMI or an equivalent organization.
- Experience
- A minimum of 8 years of progressively responsible experience managing projects, or an equivalent combination of education and experience, in a senior or lead project management role.
- Proven expertise in applying all key project management knowledge areas, including Scope, Cost, Schedule, Quality Assurance, Communications, Resource Management, Risk Management, Procurement, Integration, Stakeholder Engagement, and Change Management, to successfully deliver complex projects.
- Extensive experience managing projects through all phases of the IT project lifecycle, particularly within Software Development Life Cycle (SDLC) frameworks.
- Demonstrated experience leading cross-functional teams, including internal staff, consultants, and contractors.
- Experience and understanding of project management methodologies.
- Experience with the delivery of IT applications and SaaS solutions with an understanding of various methodologies, including Agile, Scrum, Iterative and Waterfall.
- Experience with IT hardware solutions will be an asset (network, data centers, telecommunications, etc).
- Knowledge, Skills & Abilities
- Demonstrated ability to effectively apply project management processes—including initiation, planning, execution, monitoring & controlling, and project closure—within each phase to ensure project objectives are met on time, within budget, and to quality standards.
- Hands-on knowledge of software development processes, SDLC, and relevant IT tools (e.g., Jira, MS Project)
- Proven ability to understand and interpret project scope, budget, and schedule requirements, and to lead project planning from initiation to execution.
- Successful track record of managing mid-size to large IT projects, delivering on time and within budget.
- Strong knowledge and consistent application of project management principles and methodologies.
- Ability to work independently under tight deadlines, manage competing priorities, and elevate project issues appropriately.
- Skilled in scheduling and facilitating project meetings, clearly communicating team roles, expectations, and deliverables. Ensures teams have the necessary tools and training to succeed.
- Strong interpersonal, presentation, and customer service skills to build productive relationships with internal stakeholders and external partners.
- Demonstrated influencing and negotiation skills, working collaboratively with business users, IT service providers, and peers to achieve optimal project outcomes.
- Maintains up-to-date knowledge of IT industry trends, tools, and best practices relevant to the project scope.
- Proficient in the structure and content of the English language, including grammar, spelling, and composition.
- Excellent written and verbal communication skills
- Experienced in the full Software Development Life Cycle (SDLC) and related project management processes.
- Highly organized with strong time management and multitasking abilities.
- Adaptable and responsive to changing project conditions and priorities.
- Analytical and logical thinker with a high attention to detail and accuracy.
- Displays professionalism, diplomacy, and sound judgment in all interactions.
- Self-motivated, accountable, and results-driven with a strong "get-things-done" attitude.
- Eager and willing to learn continuously.
- Demonstrated ability to lead by example and coach less experienced staff through cross-training, knowledge transfer, and ongoing mentorship.
- Collaborate with cross-functional teams to define, design, and implement software solutions following SDLC best practices.
- Security Clearance Eligibility Required
Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”
