Overview

Role: IT Audit Manager at Office of the Auditor General of Ontario

This is an opportunity to join an independent office that conducts performance and financial statement audits of the provincial government, its ministries and agencies, and other organizations in the broader public sector that receive provincial funding. The office aims to deliver value and assurance to the Legislative Assembly and Ontarians by promoting accountability and efficiency in the Ontario public sector.

Base pay range

CA$105,307.00/yr - CA$148,429.00/yr

What you will do
  • Manage and conduct IT integrated Financial Audits (ITGCs) and IT Performance audits.
  • Develop strategies for IT integrated audits by understanding audit entities, applicable legislation, policies, programs, and organizational relationships; gather information from other jurisdictions and subject-matter experts.
  • Develop audit plans, objectives, and criteria; identify issues; prepare recommendations for auditee management.
  • Prepare draft audit reports and management letters, ensuring evidence supports findings in line with auditing standards and office guidelines.
  • Assist IT Audit Director and Assistant Auditor General in researching and updating the risk-ranked audit universe and recommending audits each year.
  • Provide IT advisory support to other performance and financial statement audit teams as needed.
  • Provide constructive comments for improvements or clarifications of other performance audit reports as part of the Office Report Review Team.
Management responsibilities
  • Assist in resourcing and assigning work to audit team members.
  • Provide effective leadership, mentorship, growth opportunities, set priorities and objectives, and evaluate performance.
Other responsibilities
  • Assist when audits are selected for hearings by the Public Accounts Committee of the Legislature.
  • Prepare responses to information requests from other organizations within the CCOLA community.
  • Perform other duties as assigned.
Qualifications and requirements
  • University degree in a related field or relevant professional designation (e.g., CPA, CA; CPA, CMA; CPA, CGA; CISA, CIA, CIRSC).
  • Minimum of 5–7 years of recent internal or external IT audit experience.
  • Strong knowledge of audit principles, frameworks and standards (GAAS, IIA, ISACA, NIST).
  • Demonstrated experience managing and executing IT audits in a large, complex IT environment; thorough understanding of complex information systems and infrastructure.
  • Ability to travel, mainly within Ontario.
  • In-depth knowledge and experience auditing large, complex IT applications, databases, cloud solutions including application controls and interfaces; IT projects to identify risk exposures and assess controls and security.
  • Experience auditing ERP IT system implementations and migrations; proficiency with CAATs for ITGC audits.
Analytical, judgment and problem-solving
  • Strong organizational skills to manage multiple audits, promote efficient processes, and meet deadlines.
  • Ability to apply professional judgment to IT audits, identify issues, assess causes and impacts, and develop conclusions and recommendations.
Communication and relationship management
  • Strong leadership and interpersonal skills to guide a team through all audit phases.
  • Excellent oral communication to discuss audit plans and findings; strong written communication to produce clear, supported reports.
Asset qualifications
  • Knowledge of the Ontario government environment and legislative processes; government policies and procedures is an asset.
  • Fluency in French (oral and written) is an asset.
