Qualifications

Mission

Join us in an exciting adventure to complete the Edmonton Valley Line West LRT – a remarkable legacy project that will redefine our community’s transportation landscape! The Isolation Manager is responsible for the development, implementation, and execution of isolation / LOTO procedures and all documentation for all applicable systems, including electrical and mechanical systems within the Edmonton Valley Line West Expansion project.

This role ensures compliance with local, provincial, and federal safety regulations while promoting a safety-first culture in all construction, testing, and temporary operation activities. This person will report to the Temporary Operations manager and work as part of the commissioning team and substitute the Temporary Operations manager and OCC control where necessary.

Main Responsibilities
  • Carry out any duties deemed necessary from the temporary operations manager or commissioning manager during construction, commissioning, and operations of EVLW.
  • Develop and maintain comprehensive LOTO procedures for all LRT systems (e.g., traction power, signaling, communication systems, rail vehicles).
  • Ensure LOTO policies comply with OH&S and applicable transportation safety standards.
  • Review all LOTO documentation, switching schedules and maintain an up-to-date registry of equipment and isolations on the project.
  • Coordinate and conduct LOTO training for employees, contractors, and new hires.
  • Identify employees and assess competence against experience / voltage level and system understanding to be Authorized on EVLW.
  • Keep an updated record of authorized personnel, calibration and inspection of equipment.
  • Provide technical guidance and support during LOTO events.
  • Monitor compliance with LOTO procedures across the project.
  • Participate in incident investigations, recommend corrective actions and oversee their implementation of any LOTO-related safety incidents or near‑misses.
  • Maintain accurate logs of all LOTO events, including isolation points, tags used, and personnel involved.
  • Conduct regular audits of LOTO procedures and adherence.
  • Issue reports on LOTO compliance and improvement opportunities to senior management.
  • Communicate any changes of LOTO procedures with required personnel.
  • Work closely with Temporary Operations Manager and Safety teams to schedule and plan LOTO activities.
  • Interface with project teams to integrate LOTO considerations into new system designs or upgrades.
  • Develop procedures for complex isolation procedures against commissioning activities.
  • Strong understanding of electrical commissioning and integration testing within a dynamic LRT project.
  • Full understanding of Electrical Degraded mode scenarios, testing, and responsibilities including dynamic “Power & Harmonic” monitoring implementation.
  • Assess contractors electrical safety plans and procedures as necessary for implementation on ELVW.
  • Adhere to and manage implementation of all Temporary Operations SOPs as requested.
Requirements
  • Bachelor's Degree in Electrical Engineering or equivalent, Journey man / Electrician, Safety Management, or equivalent combination of relevant education and work experience will be considered.
  • Minimum 5 years of experience in rail traction commissioning, with at least 2 years in LOTO implementation, previously certified to carry out LOTO activities on HV, DC Traction, OCS, and LV systems. Strong understanding or SCADA and automation.
  • Familiar with OHS construction regulations.
  • Ability to read and understand project agreement, mechanical, electrical and systems drawings.
  • Strong and clear communication is a must.
  • Ability to negotiate the terrain of an in‑process construction site, including climbing stairs and ladders, steep / slippery terrain, walking, and working outdoors in all types of Edmonton weather and conditions.
