KWL is seeking an Intermediate Design and Construction Engineer to lead design and construction of water, wastewater, and stormwater systems for municipal, First Nations, and private clients in Victoria, BC, with flexible office options.

The role requires a Canadian-licensed PEng with 5+ years of experience, strong communication, and a drive to deliver sustainable infrastructure solutions across complex projects.

We are seeking a technically strong and detail-oriented Intermediate Design and Construction Engineer to join our Facilities sector to contribute to a range of design and construction infrastructure projects involving trunk sewer systems, pump stations, forcemains, and sewer and water system and facilities. This role is ideal for a motivated engineer with +5 years of experience who is passionate about solving real-world problems and delivering thoughtful, sustainable solutions for municipal, First Nations, and private clients.

The target location for the position is Victoria BC, however alternate KWL offices may be considered.

What You’ll Do
  • Lead and contribute to the design and construction of water, wastewater, and stormwater infrastructure, including pump stations, sanitary and storm sewers, forcemains, water mains, reservoirs, and PRV stations.
  • Prepare conceptual, preliminary, and detailed designs for public, First Nations, and private sector clients, including calculations, specifications, and tender packages. Serve as Engineer-of-Record on projects appropriate to your experience and area of practice.
  • Deliver site-based services, including construction inspection, contract administration, and coordination with contractors and regulatory bodies.
  • Conduct infrastructure condition assessments and technical investigations for water and wastewater systems.
  • Collaborate with multi-disciplinary teams on complex projects with environmental, geotechnical, and permitting constraints.
  • Work with CAD team members on design drawing development.
  • Prepare technical reports, feasibility studies, and project documentation.
  • Interface with clients and stakeholders during planning, design, and construction phases.
  • Provide mentorship to junior team members and support quality control throughout project delivery.
What You’ll Bring
  • A bachelor’s degree in Civil or Mechanical Engineering
  • A licensed Professional Engineer in Canada with a minimum of 5 years of related work experience after graduation.
  • Experience in water/wastewater infrastructure design, with experience in pump stations, forcemains, water systems, or municipal facilities including the preparation of drawings, technical specifications, and compiling construction contracts.
  • Experience during construction including serving as Contract Administrator and/or Engineer-of-Record.
  • Strong technical writing, communication, organizational, and interpersonal skills.
  • A desire to develop a broad engineering skill set and work across traditional discipline boundaries.
  • Previous municipal infrastructure design experience is required.
  • Previous project management and project coordination experience is required.
  • You see the big picture, but also see the “nuts and bolts”.
  • You are interested in building infrastructure.
  • You have experience in consulting engineering and/or an interest in developing a consulting engineering career in municipal design utilizing various project delivery methods.
  • A valid driver’s license (in good standing) is mandatory.
  • Must be physically able to conduct field visits commensurate with project work. This may include handling and operation of equipment, travel to remote areas by vehicle, boat, air or foot, and outdoor site visits in all weather conditions on uneven/varying ground terrain .

Wage Range
  • $106,000-122,000 CAD, wage dependent on years of experience
