Job summary

Civic Recruitment Limited is seeking an Interim Group Accountant- High Needs Block to provide strategic financial leadership for the High Needs Block within the Education & Inclusion Directorate. The role supports service transformation, performance insights and robust financial management across SEND services, reporting to senior leaders and stakeholders.

The post requires CCAB or CIMA qualification or equivalent senior-level experience, CPD ongoing and experience in local authority finance.

Qualifications

• CPD evidence required.
• Significant experience of financial management in a large, complex organisation.
• Knowledge of local authority finance, statutory accounting and reporting.

Responsibilities

• Lead high-quality financial management and strategic advice across Education, Inclusion and SEND services.
• Act as principal finance lead for High Needs Block funding, expenditure and sustainability.
• Deliver budget monitoring, forecasting, financial modelling and performance reporting.
• Provide financial advice to senior managers, directors and external partners.
• Support transformation programmes through business cases and financial analysis.
• Identify financial risks and implement mitigation strategies.
• Contribute to statutory accounts, financial returns and external audit requirements.
• Develop financial systems, processes and reporting to improve transparency and control.
• Support budget holders in achieving value for money and long-term sustainability.
• Manage and develop the SEND Finance Team (up to four direct reports).
• Represent the Council at regional and national forums.
