Job summary

The Ontario Nurses’ Association seeks a Legal Counsel (HLDAA Interest Arbitration Specialist) for a 12-month contract. The role acts as a resource on Hospital Labour Disputes Arbitration Act (HLDAA) and interest arbitration across hospital and long-term care sectors.

The successful candidate will coordinate arbitrations, analyze research and contract data, and develop strategic approaches with senior leadership while delivering education to members and staff.

Qualifications

• University degree in Industrial/Labour Relations or related field required.
• LL.B/Juris Doctor (JD) required.
• 3–5 years Labour/Industrial Relations experience representing unions.
• RN designation is an asset.
• ADR/Conflict Resolution certification or advanced mediation training is an asset.
• Experience negotiating within an Interest Arbitration environment, including brief writing.
• Knowledge of collective bargaining and labour relations legislation.
• Experience presenting before tribunals is an asset.
• Strong leadership, mentorship and coaching skills.
• Excellent client relations, communication and advocacy skills.

Responsibilities

• Coordinate HLDAA/Interest Arbitrations across the organization and prepare submissions.
• Coordinate and analyze economic, contract and labour market research with project teams.
• Develop strategic approaches for member representation with senior leadership.
• Serve as an organizational resource to regional teams on HLDAA/Interest Arbitration.
• Assist with first agreement arbitration or voluntary arbitration issues as alternatives to strike/lockout.
• Represent ONA before Labour Relations Board on unfair labour practices and related matters.
• Develop and deliver education to members and staff on HLDAA/Interest Arbitration.
• Draft submissions and position statements for government and agencies; present orally when required.
• Keep management, staff and members informed on current issues and trends; provide written reports.
• Assist with contract analysis databases and their maintenance.
