Job summary

Town of Oakville seeks a seasoned Asset Management professional to lead planning, lifecycle analysis, and budgeting for municipal infrastructure. You will develop long-range strategies, collaborate across departments, and ensure assets are managed in a cost-efficient manner.

This role requires a P.Eng designation and at least five years of experience in asset management, with strong forecasting and leadership abilities. Office-based position with significant cross-functional coordination.

The Asset Management Department’s responsibility is to take a coordinated approach to asset management that ensures levels of service are met and risks are managed in the most cost-effective manner. The Town’s asset portfolio is currently estimated at $4.9 billion with Core Assets representing approximately 67% of the portfolio at $3.3 billion. The Engineered asset portfolio includes roads, bridges, traffic signals, culverts, sidewalks, multi-use pathways, stormwater management infrastructure, creeks, shoreline and other right-of-way infrastructure. Other key municipal infrastructure includes facilities, parks, trails, fleet and equipment. This position is responsible for asset management planning and lifecycle analysis, annual capital budget and 10-year forecast and asset inventory assessment in compliance with Ontario Regulation 588/17 (Asset Management Planning for Municipal Infrastructure).

Job Responsibilities

Asset Management Planning

• Develop comprehensive Asset Management Plans that comply with Ontario Regulation 588/17.


• Document key asset management principles, including asset inventory, lifecycle needs and strategies, infrastructure risk assessments, and replacement costing.


• Create long-term (25-year) asset renewal and replacement programs and lifecycle strategies for various asset categories, such as pavement, bridges, culverts, storm sewers, sidewalks, pathways, creeks, and shoreline and other right of way assets.


• Apply advanced forecasting methodologies, establish priority rankings, utilize decision support tools, and implement industry best practices.


• Develop asset performance measures and targets, monitor performance, and report findings to support financial decision-making.

Capital Budgeting and Forecasting

• Coordinate the development of the annual capital budget and 10-year forecast for infrastructure assets.


• Engage with town departments, other municipalities, agencies, and organizations such as the Region, MTO, Metrolinx, and developers to ensure collaboration and capital program alignment.


• Prioritize and align capital programs across asset types and other town program initiatives to facilitate an integrated and coordinated project delivery approach.


• Make recommendations to departments and senior management regarding project priorities, considering factors such as need, risk, cost, deliverability, resources, and alignment with corporate priorities.


• Maintain accurate and current unit pricing schedules and conduct periodic audits of actual project costs versus budget to inform future planning and costing.

Asset Inventory and Condition Assessment

• Oversee inventory management, providing a foundation for infrastructure needs analysis.


• Develop and maintain condition assessment and inventory management programs in line with industry standards and practices.


• Prepare scope of work documentation for consultant assignments related to infrastructure assessments, feasibility studies, inventory updates, and audits.


• Supervise and manage consultant assignments, review submitted reports and recommendations.


• Ensure timely coordination and integration of asset information into Infrastructure Management Systems (IMS).

Departmental and Organizational Support

• Collaborate with other departments to support their asset programs, information, and reporting needs while staying up to date with asset management standards and best practices.


• Actively participate in the Engineering Design Standards Committee, providing insights from a whole lifecycle cost perspective.


• Contribute to departmental infrastructure planning studies, including Environmental Assessment Studies, Masterplans, and the Development Charges Study.


• Oversee the record-keeping of MECP Environmental Compliance Approval (ECA) to ensure accessibility for staff or ministry audits as needed.

Qualifications

• Post-secondary degree in Civil Engineering, with a P.Eng. designation in good standing.


• At least five years of relevant work experience.


• Knowledge of Asset Management principles, Asset Management certification e.g. Institute of Asset Management (IAM) Certification is considered an asset.


• Thorough knowledge of municipal infrastructure assets including procedures and practices related to inventory, condition assessments, lifecycle analysis and forecasting, design, cost estimating, and budgets.


• Experience in managing projects, complex problem solving, research and data analysis and meeting key deadlines.


• Experience developing asset rehabilitation and renewal plans and budget forecasts based on asset data.


• Computer literacy utilizing MS Office software applications and database management tools as well as GIS, Arcpro, asset management solutions and financial systems.


• Demonstrated communication and leadership skills, proven ability to direct Town staff from a variety of departments, external consultants, agencies, and the public.


• The successful candidate must hold a valid and unrestricted Ontario Driver’s License Class G minimum and will be required to supply their own personal vehicle for performing job duties/corporate business.
