A provincial Crown agency in Ontario is seeking a Senior Vice President, Lending to oversee the loan program crucial for financing public infrastructure. The ideal candidate will possess expertise in lending and credit risk management with a strong background in public-sector finance. Infrastructure Ontario (IO) is a Crown agency that plays a pivotal role in supporting the Province’s plan to build, renew, and modernize public infrastructure. Working in partnership with public-sector clients and private-sector partners, IO delivers a range of programs and services designed to strengthen Ontario’s infrastructure and the communities it supports.
Among its core functions, IO administers one of the largest public-sector lending programs in Canada, providing affordable, long-term financing to municipalities and other eligible public-sector organizations to support essential infrastructure projects. With a current portfolio of several billion dollars, the Loan Program is a cornerstone of IO’s mission — enabling critical investments in transportation, energy, housing, healthcare, and community infrastructure across Ontario.
Reporting to the Chief Administrative Officer, the Senior Vice President, Lending will provide executive leadership and oversight for the strategic direction, performance, and governance of the Loan Program. This includes responsibility for the end-to-end lending lifecycle : client engagement, credit and risk management, underwriting, execution, and portfolio reporting. The SVP will lead a small, specialized team of professionals, ensuring that lending operations are disciplined, efficient, and aligned with IO’s broader public policy objectives.
This role is both strategic and operational, requiring an executive who can balance financial prudence with policy intent. The successful candidate will be a strong leader and coach who cultivates a culture of collaboration, transparency, and excellence within the lending team. They will ensure rigorous credit oversight and risk discipline while advancing client experience and organizational effectiveness. A key priority will be strengthening processes, data integrity, and management reporting, as well as modernizing systems to enhance service delivery and portfolio insight.
The ideal candidate is a seasoned lending and credit professional who brings significant experience in public-sector or infrastructure finance, credit risk, or institutional lending. They will have demonstrated success leading teams and managing complex lending portfolios in stakeholder-rich environments. With deep technical expertise in credit structuring, underwriting, and portfolio management, they will be equally adept at engaging senior decision-makers with diplomacy, judgment, and clarity.
Governance experience is essential, including familiarity with multi-level approval environments and committee or board processes. The SVP will possess strong analytical skills and the ability to use data and reporting tools to drive insight, accountability, and continuous improvement. They will also be recognized for their integrity, professional maturity, and political acuity—qualities that are vital in navigating the public-sector context and managing relationships with municipalities, ministries, and internal partners.
A degree in business, finance, or economics is required, with graduate education (MBA) or professional designations such as CPA or CFA considered an asset.
