Job summary

Accenture Infrastructure & Capital Projects in Vancouver is seeking an experienced Estimation IV to provide comprehensive cost estimating services for major projects. You will review contractor estimates, develop budgets, and ensure estimates align with project plans.

  • (Internal Title: Estimation IV)
    • Provide cost estimating services and subject matter expertise including review and validation of contractor estimates, quotations and pricing submissions, change order and claims evaluations, cost impact assessments, estimate assurance, benchmarking, forecasting support, peer reviews, risk-related cost assessments, cost reconciliations, and support for project budgeting and commercial decision-making.
    • Develop and approve estimate plans, budgets, and schedules for major projects
    • Maintain the overall requirements of the estimate and anticipate overlaps and gaps in costing
    • Outline the human and material resources required to successfully execute the estimating services on a project
    • Manage and control the delivery of the estimated project work per the project plan
    • Monitor estimating staff performance to ensure excellence and adherence to scope, schedule, budget, and specified deadlines
    • Identify estimating risks, participate in risk discussions, and implement mitigation strategies, and associated contingency plans and recommendations
    • Track, monitor, and report performance against project requirements and address issues with corrective actions as appropriate
    • Evaluate estimating effectiveness by consulting with clients and project staff
    • Provide expert guidance and review all estimates and studies
    • Optimize estimating data, basis, and assumptions for completeness and reasonableness and correlate to other projects and standards
    • Perform high-level confirmation of developed quantities
    • Review criteria for the development of pricing structures and guide to assure complete and reasonable pricing
    • Responsible for approving discipline estimates and study presentations, comparisons, and reconciliations
    • Revalidate the estimate plan as required and manage changes to base estimates generated by both internal and external sources, including vendor-driven changes
    • Contribute to the identification of scope deviations
    • Ensure that lessons learned are incorporated into estimates
    • Recommend and approve contingency and escape rates to be presented to the project team
    • Analyze the complete Request for Proposal (RFP) and incorporation of commercial terms and conditions (tax and currency exchange, etc.)
    • Liaise with client personnel to gain an understanding of the specialized aspects of estimating methodologies
    • Keep stakeholders in the loop of progress, and ensure their buy-in to the developing estimates for acceptance
    • Formulate and deliver progress reports, proposals, and presentations to various audiences, including the project team, client executives, and key stakeholders
    • Clarify the internal quality control check and participate in quality issue resolution
    • Define the success criteria for estimating services and disseminate them to involved parties throughout the project and program life cycle
    • Recommend and manage project and program expectations for Estimating services while delegating and managing deliverables with team members and stakeholders
    • Complete any tasks assigned by Estimation V or higher in an efficient and timely manner
  • Working Conditions
    • Hybrid (Vancouver 4 days/week, Remote 1 day/week)

  • Minimum of 14 years of experience in large or complex Project Estimating or related discipline
  • Bachelor’s degree in a relevant field
  • Holding recognized PEng. licensure or certifications including Certified Engineering Technologist (CET), Certified Estimating Professional (CEP), Association for the Advancement of Cost Engineering (CEP-AACE)

  • Strong understanding of Estimating core processes and procedures
  • Demonstrate skill in performing all levels and types of estimating, quantification, pricing, cost analysis, escalation, and contingency analysis
  • Proven technical excellence with the ability to inspire confidence in the integrity of the estimate
  • Extensive knowledge of engineering performance, manual labor performance, equipment production, and derivation of manual and non-manual wage or salary rates
  • Expert capability to understand current industry and technical developments, bond and insurance terminology and pricing, currency exchange impacts, and hedging arrangements
  • Advanced skills in Microsoft Office
  • Proficient in general Estimating systems (CostX, HCSS, etc.)
  • Must maintain professional development to keep abreast of emerging technologies, methods, and best practices
  • Ability to arrange priorities and elevate competing risks to meet deadlines with minimum input from leadership
  • Keen eye for detail and adept problem-solving abilities
  • Must have demonstrated experience relaying and receiving information (written and verbal)
