The Alcohol and Gaming Commission of Ontario (AGCO) is an agency where innovation thrives, ideas flourish, and passion drives us to new heights of excellence. Reporting to the Ministry of the Attorney General, the AGCO is responsible for regulating Ontario’s vibrant alcohol, gaming, horse racing, and private retail cannabis sectors in accordance with the principles of honesty and integrity, and in the public interest.

The AGCO has an exciting opportunity for an Information Management Lead within the Enterprise Data and Analytics branch. Reporting to the Senior Manager, Data Governance & Information Management, you will advance and mature the AGCO’s Records and Information Management (RIM) program, ensuring information assets are managed throughout their lifecycle in accordance with legislative requirements, operational needs, and governance considerations. As a trusted advisor and subject matter expert, you will provide senior-level guidance, advisory services, and specialized program and technical expertise to strengthen information governance, recordkeeping, and information management capabilities across the organization.

In this role, you will lead the development and implementation of Records and Information Management policies, standards, processes, and best practices, with particular focus on advancing AGCO’s digital records management capabilities. You will collaborate extensively with business and technical stakeholders, provide strategic advice on complex information management matters, and lead the integration of RIM requirements into enterprise initiatives, technologies, and repositories to support compliance, reduce information-related risk, and enable the effective discovery, management, and use of AGCO information assets.

What You Will Do
  • Lead the planning and delivery of Recordkeeping and Information Management (RIM) services to ensure AGCO information and data assets are managed throughout their lifecycle in compliance with legislative and policy requirements, while maximizing their organizational value.
  • Advance the AGCO’s Digital Records Management Program, including records classification, retention and disposition controls, compliance monitoring, reporting, and governance of digital information repositories and records management technologies.
  • Develop, maintain, and communicate RIM policies, standards, procedures, and guidance, and provide oversight and support for their implementation across the organization.
  • Provide expertise in the development and enhancement of RIM services and supporting technologies, including digital records and content management platforms, and identify opportunities to improve lifecycle management through innovative practices and solutions.
  • Identify, assess, and mitigate risks related to information management, retention, disposition, digital recordkeeping, information access, and emerging technologies, in collaboration with Data Governance, Privacy, Legal, Cybersecurity, and other business and technical stakeholders.
  • Provide senior-level advice, guidance, oversight, and support for information management practices under the enterprise data governance framework, including classification, lifecycle management, and discovery.
  • Collaborate with business and technical stakeholders to integrate RIM requirements and controls by-design into enterprise processes, projects, procurements, digital products, and technology initiatives.
  • Provide information management expertise to digital transformation initiatives, including artificial intelligence and other emerging technologies, to ensure appropriate information governance considerations and requirements are incorporated.
  • Develop and deliver communications, training, and guidance materials to promote awareness, adoption, and compliance with RIM policies, standards, and best practices.
  • Establish and report on performance measures for the Recordkeeping and Information Management program to demonstrate value, ensure strategic alignment, monitor compliance, and support enhancements across RIM services and practices.
  • Engage and consult with relevant external stakeholders and partners, including the Archives of Ontario, Ontario Public Service Recordkeeping, Access, and Privacy (RkAP) advisors, and communities of practice, to support records scheduling and disposition activities and ensure alignment with emerging requirements and leading practices.
You Have
  • Six (6) or more years of practical and progressive experience in information management, recordkeeping, information governance, or related discipline.
  • University degree in a relevant field (such as Information Science or Public Administration), or an equivalent combination of education and experience.
  • Extensive knowledge of and demonstrated ability to interpret applicable legislation, directives, and policies, with experience providing advice, recommendations, and guidance on their application.
  • Knowledge of information lifecycle management principles, including records classification, records scheduling, defensible disposition, information architecture, content management, and digital recordkeeping practices.
  • Experience developing and implementing recordkeeping and information governance frameworks, services, policies, standards, procedures, and controls to effectively manage information assets throughout their lifecycle.
  • Good understanding of related disciplines such as security, IT systems design, policy development, business and data architecture, legal processes, risk management, and project management.
  • Experience supporting information management within modern digital workplace environments, including electronic document and records management systems, Microsoft 365, and/or comparable content management platforms.
  • Familiarity and experience with directives, policies, and guidelines released by the Ontario Ministry of Public and Business Service Delivery and Procurement (MPBSDP) and/or the Information and Privacy Commissioner of Ontario (IPC).
  • Demonstrated ability to build trusted relationships, influence decision-making, and collaborate effectively across business and technical stakeholder groups.
  • Exceptional interpersonal, presentation and communication skills (written and verbal).
  • Eligibility to work in Canada and the ability to successfully complete a criminal background check.
Nice To Have
  • Professional certification in applicable areas (Recordkeeping, Information Governance, Data Management, Privacy) is an asset.
