Job summary

Onion Lake Cree Nation is seeking a Director of Human Resources to provide strategic HR leadership, ensure compliance, and partner with the CHRO on workforce planning and HR program implementation across the Nation.

The role oversees staffing, HR operations, and collaboration with Finance on personnel budgeting, requiring a Bachelor's in HR and at least 5 years in HR, with strong leadership and communication skills.

Qualifications

  • Bachelor’s Degree in HR or a related field.
  • Minimum of 5 years’ experience in Human Resources.
  • Experience working within a First Nations institution is an asset.
  • Demonstrated ability to meet strategic HR and organizational objectives.
  • Strong project management and ability to manage multiple priorities.
  • Excellent communication, diplomacy, and people management skills.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook and related tools.
  • Knowledge of employment and labour legislation.

Responsibilities

  • Coordinate policy reviews and HR projects with staff and CHRO.
  • Review workplans and budgets with CHRO.
  • Oversee hiring, orientation, supervision, performance management and terminations when needed.
  • Ensure compliance with Labour Law, Human Rights and Health & Safety regulations.
  • Research HR developments and implement changes with CHRO.
  • Facilitate HR meetings and communicate changes to HR coordinators.
  • Support leadership development and organizational strategy in collaboration with senior management.
  • Develop HR programs such as training, recognition, and employee engagement activities.

Reports to: Chief Human Resources Officer

Job Summary: The Director of Human Resources provides leadership and support to assist Onion Lake Cree Nation in achieving its organizational objectives. Working under the direction of the Chief Human Resources Officer (CHRO), the Director ensures that the Human Resources department operates effectively and in compliance with all applicable federal legislation and internal policies. The Director acts as a strategic partner to the CHRO, supporting organizational development initiatives, workforce planning, and the implementation of HR programs and policies. This role also assists with staffing the Human Resources department, coordinating HR operations, and working collaboratively with the Finance department on personnel budgeting. As a member of the senior Human Resources team, the Director of HR contributes to the overall strategic direction of the department and supports the development of effective systems and processes that promote the smooth and efficient operation of Human Resources across the Nation.

Responsibilities:
  • Support the CHRO in coordinating policy reviews and analysis, including the overall management of Human Resource projects and the direction of staff.
  • Assist the CHRO to review workplans and budgets.
  • Support the Human Resources team with the hiring, orientation, supervision, performance management and possible terminations when required.
  • Assist in ensuring compliance with all Labour Law, Human Rights and Health and Safety regulations.
  • Research any new developments within the Human Resource field and in consultation with the CHRO implement changes where needed.
  • Assist with facilitating meetings with all HR staff of the Nation, assist and communicate changes of all HR coordinators.
  • Anticipate and identify emerging issues, trends and problems that affect the policies and programs of Onion Lake Cree Nation.
  • Supports diversity and treaty development initiatives.
  • Prepare and issue briefing notes, background documents, and discussion papers for review as required.
  • Assist in the planning of strategy, direction, and advice to the senior management team.
  • Support in providing directions to all levels of employees for HR related issues.
  • Support in HR programs such as training, innovation, employee recognition, activities and recreational programs in a way supporting internal equity for the organization's effectiveness.
  • Supervise the administration of employee benefit programs.
  • Support the CHRO in the development of leadership through focused strategies and organizational behaviours and above for substance abuse, conflict resolution and discipline.
  • Investigate and provide resolutions for employee relations problems.
  • Perform alld uties and responsibilities in a manner consistent with the company mission statement, philosophy and ethical standards.
  • Perform other duties as assigned.
Qualifications:
  • Bachelor’s Degree in Human Resources or a related field required
  • Minimum of 5 years’ experience in Human Resources required
  • Experience working within a First Nations institution considered an asset
  • Demonstrated ability to meet strategic HR and organizational objectives
  • Strong project management skills with the ability to manage multiple priorities and overlapping projects
  • Ability to make sound business decisions and provide evidence-based recommendations to senior management
  • Thorough knowledge of organizational development principles, methods, and practices
  • Excellent communication skills, both written and verbal, with the ability to present information effectively to all levels of the organization
  • Strong diplomacy, negotiation, conflict resolution, and people management skills
  • Proven leadership, team-building, and staff management abilities
  • Ability to build and maintain strong working relationships with departments, partners, and employees
  • Strong analytical, critical thinking, and problem-solving skills with the ability to identify underlying issues and develop practical solutions
  • Strong computer literacy, including proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Adobe products, and email systems
  • Ability to interpret and apply relevant employment and labour legislation
