At Torngat Metals, we are developing the Strange Lake project to meet the urgent global demand for responsibly sourced rare earths that are essential to the energy transition. We are currently seeking talented individuals who are eager to contribute to our highly strategic project and play a role in shaping a resilient and responsible rare earth industry in Canada.

Torngat Metals is seeking an experienced and highly operational Human Resources Director to join its team located in Montreal. The ideal candidate brings proven experience in the mining industry, strong operational HR expertise, and the ability to work fluently in both English and French. Reporting to the Chief Human Resources Officer (CHRO), this role will be responsible for implementing the full HR cycle, including salary review processes, performance management, talent management, and related HR programs. The role will evolve with the project’s advancement into operations.

What You’ll Do:
Operational Leadership
  • Direct all day-to-day HR operations, including employee relations, labor relations, compensation, and benefits.
  • Partner with operations leaders to align HR practices with business priorities and operational realities.
  • Provide strategic oversight of performance management, leadership development, and succession planning to support organizational growth.
  • Implement and manage HR systems, processes, and metrics to ensure compliance and efficiency.
  • Collaborate in the optimization of HR systems to ensure scalable and data-driven HR operations.
Compensation & Benefits
  • Oversee the design, implementation, and administration of competitive compensation and benefits programs.
  • Oversee disability management programs, including workplace accommodations, return-to-work processes, and coordination with insurers and the Health & Safety team.
  • Payroll management expertise is required; the Payroll Compliance Practitioner (PCP) designation from the National Payroll Institute or Quebec Payroll Compliance Practitioner (QPCP) certification is required for payroll responsibilities in Quebec.
  • Conduct regular benchmarking to ensure alignment with mining industry standards.
  • Ensure compliance with legal, tax, and regulatory requirements related to compensation and benefits.
  • Partner with Finance and senior leadership to manage payroll accuracy, cost control, and total rewards strategy.
  • Support employee understanding and engagement with compensation and benefits offerings.
Employee & Labor Relations
  • Must have experience in mining and/or manufacturing in non-unionized organizations.
  • Oversee and participate in the employee lifecycle experience, including onboarding, engagement, and retention strategies.
  • Serve as a key advisor on labor negotiations and grievance resolution.
  • Promote a safe, respectful, and inclusive workplace culture that embeds DEI.
Compliance & Governance
  • Ensure compliance with all federal, provincial, and industry-specific employment standards and labor laws.
  • Oversee workplace health and safety programs in collaboration with HSE teams.
  • Maintain HR policies and practices aligned with legal and corporate requirements.
Strategic Contribution
  • Act as a trusted business partner to the CHRO, providing insights on workforce trends and challenges.
  • Contribute to organizational change management efforts to support business growth and transformation.
What We’re Looking For:
  • Minimum 10 years of progressive HR experience, with at least 5 years in a leadership role in the mining or heavy industrial sector.
  • Proven track record in a start-up environment, with the ability to work with a small HR team and scale HR operations over time.
  • Strong knowledge of Canadian labor laws and Quebec-specific employment regulations.
  • Demonstrated experience non-unionized environments.
  • Fully bilingual in English and French (oral and written).
  • University degree in Human Resources, Industrial Relations, Business Administration, or a related field (Master’s degree or CHRP/CRHA designation is an asset).
  • Excellent interpersonal, negotiation, and leadership skills with a hands-on, pragmatic approach.
Desirable Skills/Experience:
  • Experience managing multiple sites and remote teams.
  • Must be willing and able to travel up to 15% of the time to Nunavik and Sept-Îles.
  • Knowledge of Newfoundland & Labrador and Ontario labour laws is an asset.
  • Experience working with Indigenous communities is considered an asset.
  • Comfortable working with ambiguity and in a fast-paced environment.
  • Familiarity with unionized environments is an asset.
