FULL-TIME Position: Human Resource Manager

Reporting to the Director, Client Services, the successful candidate will play a crucial role in employee relations, recruitment (attraction and retention), training & development and change management. This role will also be involved in Health and Safety, Green Initiatives, Total Rewards and equity/diversity initiatives.

Qualifications and Experience
  • Post Secondary Education with a diploma/certificate in Human Resources and/or completion of a professional development program in Human Resources.
  • Minimum 4 years experience in a similar position.
  • All aspects of employee relations.
  • All aspects of recruitment and retention.
  • All aspects of HR policies and procedures related to employee relations.
  • Analyze and assess training and development needs.
Summary of Accountabilities
  • Assist in the planning, organizing and evaluating the operations of human resources department;
  • Monitors and strives to reduce the costs of the recruitment process;
  • Liaison with management to identify personnel needs across all positions, including the possible creation of new positions;
  • Advise management on organizing, preparing, and implementing recruiting and retention programs;
  • Project yearly recruitment expenditures for budgetary consideration and control;
  • Maintain current knowledge of Pay Equity, human rights, labour legislation changes and employment standards guidelines and laws;
  • Coordinate all internal and external recruitment processes including job postings, transfers or promotions of selected employees ensuring all applicable standards in hiring are met;
  • Research and recommend new sources for active and passive candidate recruiting;
  • Advise managers and employees on staffing policies and procedures;
  • Responsible for orientation and onboarding of new employees to foster a positive attitude toward organizational objectives;
  • Ensure compliance with Public Works and Government Services Canada Contract Security for Government contracts awarded;
  • Overseeing the validity of the Designated Organization Screening (DOS) issued by the Contract Security Program (CSP) and ensuring the organizations Document Safeguarding Capability (DSC);
  • Administer and coordinate employee development and training programs;
  • Assist with the identification of training needs, the selection, development and delivery of appropriate programs;
  • Oversee health and safety compliance and committee participation;
  • Advise and assist other departmental managers on interpretation and administration of personnel policies and programs;
  • Assist in the development and implementation of programs that will drive increased employee satisfaction and commitment levels.
