Job Profile
Under the general direction of the HR Manager, this position is responsible for providing a wide range of generalist HR consulting services, advice, guidance, and support to leaders in the assigned portfolio. This position will lead and provide consultative guidance and support on: Labour and employee relations (HR workplace investigations, performance management, progressive discipline, grievance process & handling, attendance management and respectful workplace complaints; recruitment and selection; return to work case management; compensation and classification support, employee benefits, and Equity Diversity & Inclusion (EDI) activities). This role also contributes to corporate initiatives by serving on joint committees, participating in major projects, and identifying emerging issues.
As The Human Resource Consultant, You Will
- Administer and lead the full recruitment cycle process in accordance with established organizational processes and the applicable Collective Agreement. As required, assists with and facilitates the placement process for the re-deployment of staff.
- Provide comprehensive guidance and support while leading related processes such as: investigations, grievances, progressive discipline, performance management, attendance management, and conflict resolution activities in an effort to resolve workplace issues.
- Strategic & Operational Human Resources Consulting.
- Assists assigned client area with all matters pertaining to compensation and classification including creating or updating job descriptions for submission to Compensation Services for job evaluation.
- Work cooperatively with the Health Resource Specialist to effectively manage a dedicated Return to Work caseload assigned as part of regular duties.
- Participates in the development and maintenance of human resource systems and processes.
- Staff Supervision.
Your Education And Qualifications Include
- Post secondary Degree majoring in Human Resource Management is required. An equivalent combination of education and experience may be considered.
- A formal HR designation would be an asset. Ex: Chartered Professional in Human Resources (CPHR) or IPMA-CP.
- A minimum of 3 years’ experience providing general HR consulting services in a large fast-paced environment; preferably in a public sector, unionized environment is desirable.
- Extensive experience providing human resource consulting services, advice, and guidance in the following areas:
- Recruitment and selection;
- Labour/employee relations including progressive discipline, grievance process and handling, performance management, and complex workplace investigations;
- Compensation and classification including job analysis and job description development;
- Supportive employment services including return to work, disability management, and duty to accommodate.
- Previous experience administering and interpreting complex collective agreements, human resource legislation, acts, and internal HR policies and procedures.
- Experience providing strategic and operational advice to management on human resource issues.
- Knowledge of the arbitration process with previous skills preparing and dealing with issues proceeding to arbitration.
- Able to exercise good judgment to solve problems and make decisions quickly and effectively under limited supervision.
- Customer service skills with the ability to anticipate long term client requirements and identify improvements to service delivery.
- Ability to communicate effectively, both verbally and in writing with a variety of people including senior managers, union representatives, and corporate colleagues.
- Interpersonal skills demonstrated by the ability to facilitate effective working relationships with individuals at all levels of the organization, union representatives, external contacts, and the public with tact and diplomacy.
- Proven conflict resolution skills with the ability to maintain composure while dealing with challenging customers, clients, and employees in an effort to address workplace issues.
- Organizational and time management skills, adaptable to unforeseen changes in schedule and interruptions, ability to establish priorities, and meet deadlines within tight timelines and in a busy and high-volume environment.
- Working knowledge of Human Resource Information Systems; preferably exposure to PeopleSoft HR System.
- Political acumen including the ability to deal with highly contentious and sensitive matters in a public service environment where department issues can become of interest to the public and occasionally the media.
