Job summary

Western Irrigation District is seeking an experienced HSER Advisor to balance field duties with strategic program development, improving safety and environmental compliance across our diverse operations.

You will lead HSER programs, drive regulatory excellence, conduct inspections and risk assessments, support permitting and reporting, and collaborate with leaders to embed HSER into daily work. This role offers meaningful impact and requires hands-on leadership.

Qualifications

  • Post-secondary education in Occupational Health & Safety, Environmental Sciences, Agriculture, or a related discipline (or equivalent).
  • Minimum 5 years of progressive experience in health & safety, environmental compliance, regulatory compliance, or risk management.
  • Strong knowledge of Alberta Occupational Health and Safety legislation, environmental regulations, and regulatory compliance requirements.
  • Working knowledge of Alberta Water Act and Environmental Protection and Enhancement Act (EPEA).
  • Experience with COR programs, incident investigations, audits and inspections, and WCB claims management.
  • Proficiency with Microsoft Office and HSER management systems.
  • Valid Class 5 Driver's Licence with an acceptable driving record.
  • Asset: NCSO, CRSP, CHSC, EP, P.Ag., P.Biol., ASET or Certified COR Auditor or similar designation.
  • Experience in irrigation, water management, utilities, agriculture, construction, municipal operations, or land development.
  • Experience with environmental permitting, monitoring, regulatory approvals, or emergency response planning.

Responsibilities

  • Lead and continuously improve HSER programs across operations.
  • Ensure compliance with Alberta OH&S and environmental regulations.
  • Conduct field inspections, audits, investigations, and risk assessments.
  • Lead COR certification activities and continuous improvement initiatives.
  • Support environmental monitoring, permitting, regulatory reporting, and incident response.
  • Partner with operational leaders to integrate HSER into day-to-day work.
  • Develop and deliver safety training, orientations, and toolbox talks.
  • Analyze trends, prepare reports, and recommend improvements to reduce risk.
  • Build strong relationships with employees, contractors, regulators, and external stakeholders.

Western Irrigation District (WID) is one of Alberta's largest irrigation districts, delivering reliable water to agricultural producers, municipalities, commercial customers, and rural communities. We are looking for an experienced Health, Safety, Environment & Regulatory (HSER) Advisor who enjoys balancing time in the field with strategic program development and wants to make a meaningful impact across a diverse operational environment.

This is more than a traditional safety role. You'll lead health and safety programs while also driving environmental compliance, regulatory excellence, and risk management across our operations.

What You'll Do

As the District's HSER subject matter expert, you will:

  • Lead and continuously improve our Health, Safety, Environment & Regulatory (HSER) programs.

This position regularly works in both office and field environments and plays a visible leadership role throughout the organization.

What We're Looking For
Required Qualifications
  • Post-secondary education in Occupational Health & Safety, Environmental Sciences, Agriculture, or a related discipline (or an equivalent combination of education and experience).
  • Minimum 5 years of progressive experience in health & safety, environmental compliance, regulatory compliance, or risk management.
  • Strong knowledge of:

  • Environmental regulations
  • Regulatory compliance requirements
  • Working knowledge of:
  • Alberta Water Act
