OVERVIEW

The Health and Safety Manager supports the Refining Operations in Toronto, Ontario, Canada. The referenced operation represents manufacturing and packaging & distribution operations, but is unique in facility size, number of associates, and operating requirements. The Health & Safety Manager is primarily responsible for the consistent implementation, management and monitoring of all corporate health, safety programs at the Toronto facility. This role requires exceptional verbal, written and interpersonal communication skills as well as the ability to lead and manage groups or individuals in relation to compliance with Health & Safety policies and practices.

DETAILED ROLES & RESPONSIBILITIES
  • Implements, manages and monitors all corporate health and safety programs at the Toronto location, with additional support provided by the Organization as needed such as environmental or cross site audits.
  • Works with the management teams and associates to instill a genuine culture of awareness and responsibility across the facilities.
  • Supports the preparation and implementation of site‑specific H&S procedures/requirements/programs that will ensure compliance with ASR’s Corporate EHS Programs as well as federal/provincial/local regulations.
  • Leads investigations of serious safety events and violations.
  • Ensures safety investigations are properly conducted and corrective actions are implemented and documented.
  • Leads employee engagement efforts including serving as co‑chair of the JHSC and providing oversight and coaching of the safety committee and the company’s behavioral assessment process.
  • Provides support to the management team, associates and plant committees in order to ensure a safe work environment at the location; this may involve work activities outside of normal business hours and being available by phone.
  • Provides safety training which includes new hire and supervisor safety training as well as monthly training topics.
  • Provides monthly status reports regarding the initiatives of the plant Health and Safety program.
  • Establishes and ensures that Site Committees are adhering to corporate standards, actively communicating to all plant personnel regarding HS related issues, and are developing the appropriate corrective action plans.
  • Provides relevant content and subject‑matter expertise to support:
    • Required EHS‑related training at the location.
    • The development of thorough and complete incident investigations.
    • The prevention of incidents through site visits that include behavioral auditing, associate communication and statistical analysis.
  • Prepares weekly, monthly, and quarterly reports as required.
  • Be the point of contact for Ministry of Labour visits and follow‑up actions.
  • Works closely with the Human Resources Department and the Workplace Safety & Insurance Board to review and monitor workers compensation claims costs and develop plans to minimize active claims.
  • Keep the Sr. Regional Manager and Corporate Director of Health & Safety informed of issues within assigned area of responsibility at all times; escalates situations as needed to reach desired resolutions.
  • Ensures ISO 45001 implementation and maintenance of the program at the Toronto facility.
  • Assume role of Project Manager on safety related capital projects as required.
  • Performs other duties as assigned.
WORK EXPERIENCES & EDUCATION
  • Bachelor’s degree in safety, Industrial Hygiene, or a related field from an accredited university.
  • At least 5 years of work experience managing safety, health, environmental and sustainability functions in a manufacturing environment.
  • Must have a strong knowledge of federal, provincial and municipal regulations as well as relevant consensus standards (e.g., CSA, ANSI, NFPA) and the Workplace Safety and Insurance Act.
  • Workers’ compensation claims management experience.
  • Return‑to‑work program management experience.
  • Behavioral safety auditing experience.
  • Incident investigation and root cause analysis experience.
  • Ability to manage multiple projects effectively and develop and deliver public presentations.
  • Experience working in food, pharmaceutical, CPG, or similar industry is highly preferred.
  • CRSP designation would be an asset.
