About the Role :

The General Manager is responsible for the overall operations, overseeing the development, management, and execution of all services within scope. Currently this role oversees YMCA Newcomer Programs in the Regional Municipality of Wood Buffalo and YMCA Housing First programs in Edmonton and Red Deer. The role involves strategic planning, policy development, program implementation, financial oversight, community engagement, facility management and ensuring compliance with regulatory standards. The General Manager plays a key role in advocating for vulnerable populations, managing resources effectively, and ensuring the services achieve positive outcomes for participants, the community and funders.

Responsibilities
  • Lead the development and implementation of the strategic vision and long-term goals of services within scope.
  • Assess and respond to emerging trends and changes in service delivery, ensuring programs remain relevant and effective.
  • Oversee the planning, development, implementation, and evaluation of programs and services to meet the needs of clients, including housing, healthcare, legal assistance, mental health support, and employment.
  • Ensure that programs are accessible, culturally appropriate, and deliver quality services to individuals and families in need.
  • Monitor program performance, ensuring programs meet established objectives and comply with policies, laws, and funding requirements.
  • Collaborate with other departments and agencies to ensure that services are coordinated and holistic.
  • Supervise, lead, and manage a team of staff, including case managers, social workers, program coordinators, supervisors, managers, and support staff.
  • Develop, manage, and oversee the service area’s budget, ensuring financial resources are used efficiently and effectively.
  • Allocate funding for programs, services, and staffing, ensuring that all program expenses align with financial guidelines and organizational priorities.
  • Represent the organization in the community, building and maintaining relationships with key stakeholders, government agencies, community groups, and advocacy organizations.
  • Establish and monitor key performance indicators for program success, client outcomes, and operational efficiency.
  • Develop and implement policies and procedures related to client intake, case management, and service delivery.
Qualifications
  • University Degree in Social Work, Human Services, Community Development, Recreation or related field
  • Annual registration in a professional organization as required by law if applicable
  • Valid Driver’s License and vehicle
  • 7-10 year’s experience in community programming delivery and case management
  • 3-5 year’s mid management experience overseeing large teams and complex programs.
  • Intermediate (Standard) First Aid & CPR-C
  • Excellent interpersonal and communication skills, with the ability to build relationships with clients, staff, stakeholders, and community partners.
  • Strong understanding of social service systems, community resources, and issues affecting vulnerable populations.
  • Experience with grant writing, fundraising, and securing funding for social services programs.
  • Knowledge of compliance standards and regulations related to social service delivery.
  • Experience with facility management both owned and leased.
  • Proficient in Microsoft Office, databases and other technology solutions.
  • Able to obtain a Police Information Check with Vulnerable sector check
  • Ability to travel within the local community and attend off-site activities.
  • Flexibility to work evenings or weekends as needed for community events or meetings.
  • Valid driver’s license and access to a reliable vehicle required.
