Shared Health leads the planning and coordinates the integration of patient-centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Adult Forensic Services, as part of Shared Health Mental Health and Addictions, provides a variety of services and supports to persons who have severe and persistent mental illness who have come into conflict with the with the law. The Forensic Clinical Coordinator works closely with the Forensic Mental Health Service (FMHS), a multidisciplinary team who completes Court Ordered Assessments, and works with persons found Unfit to Stand Trial or Not Criminally Responsible on account of Mental Disorder (section 672.1, Canadian Criminal Code). This program also partners closely with the specialized Mental Health Court Docket, Manitoba Justice, Manitoba Corrections, and the inpatient forensic unit at the PsycHealth Centre.

Main Function

The Forensic Clinical Coordinator is an integral resource to the FMHS, legal system, and the courts. The Forensic Clinical Coordinator acts as a liaison between Manitoba Justice, Manitoba Corrections, lawyers, and the FMHS related to Court Ordered Assessment questions and requests, as well as cases brought before the specialized Mental Health Court Docket. The main function of this position is to optimize the flow and completion of Court Ordered Assessments, as well as facilitate system navigation through the courts and forensic mental health pathways.

Experience
  • Minimum of four years of related experience working within the forensic mental health or criminal justice fields.
  • Preference will be given to those with experience within the Adult Forensic Mental Health system.
Education (Degree/Diploma/Certificate)
  • BSW, OT, PT, BSc PN, RPN, BN, RN, SLP, RD, or related health/human service degree required.
  • Specific discipline required will be based on the operational needs of the inter-disciplinary team.
Certification/Licensure/Registration
  • Active member in good standing of an associated regulatory body as appropriate.
Qualifications And Skills
  • Comprehensive knowledge and understanding of severe and persistent mental illness, including recovery-oriented care, culturally safety, and trauma-informed care.
  • Working knowledge of the forensic mental health and criminal justice systems in Manitoba, including the Manitoba Criminal Code Review Board.
  • Demonstrated knowledge of The Criminal Code of Canada, particularly sections addressing mentally disordered offenders.
  • Working knowledge of the Mental Health Act of Manitoba, Personal Health Information Act, Freedom of Information and Protection of Privacy Act, and The Adults Living with an Intellectual Disability Act.
  • Comprehensive knowledge of the court system, including practical understanding of medical and legal terminology, court room procedures, and problem-solving (or diversionary) courts.
  • Demonstrates initiative in assuming responsibility for own professional and personal development.
  • Effective written and verbal communication skills. Practical knowledge of Microsoft Suite (Word, Excel, Outlook, Teams) required.
  • Effective networking and agency relations skills, ability to develop partnerships with external agencies.
  • Excellent organizational, problem-solving, and critical thinking skills.
  • Ability to prioritize and synthesize information to support operational planning.
Physical Requirements
  • May be required to work safely in a typical computerized office environment with frequent meetings.
  • May be required to travel throughout the service area requiring a valid Manitoba driver’s license and use of a personal motor vehicle.
  • Physical ability to lift and/or carry up to 30lbs.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment. The successful candidate will be responsible for any service charges incurred. A security check is considered current if it was obtained no more than six (6) months prior to the start of employment.
