Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Toronto's subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Insurance Records Management and FOI Office is seeking a Freedom of Information (FOI) Coordinator who will be responsible for leading the development of responses to FOI requests providing technical expertise for Metrolinx's access to information program and monitoring activities to ensure full compliance with the Freedom of Information Protection and Privacy Act (FIPPA).

What will I be doing
  • Leading the development of responses to a volume of highly contentious access requests; considering all relevant factors when analyzing highly sensitive and complex policy and FIPPA issues while managing priorities and maintaining efficiency under significant time pressures.
  • Processing access requests by preparing notices guiding program staff through record searches reviewing records for applicable exemptions meeting with program area executives to discuss records conducting third party consultations identifying issues preparing briefing materials and conducting briefings with Senior Executives of Metrolinx.
  • Developing implementing and maintaining program policies processes strategies and procedures to fulfill legislated requirements under FIPPA.
  • Developing and delivering training and workshop materials on the legislative requirements and processes relating to FOI requests to staff at all levels identifying and communicating any legislative changes and related issues.
  • Preparing and submitting the organization's annual report to the IPC Office; fulfilling publication and reporting requirements as established by FIPPA.
  • Coordinating and preparing briefing materials with recommendations for contentious FOI files in a clear concise and accurate manner based on careful analysis of the records the legislation past precedent and sound judgement.
  • Providing expertise advice recommendations interpretation and direction to staff and senior management on all FOI program components including requests for access to information specific decisions appeals legal opinions exemptions case law and the Act.
  • Consulting with a wide range of internal and external stakeholders on specific initiatives to ensure compliance with access-related statutory requirements Management Board directives related government guidelines and best practices.
  • Representing Metrolinx in appeals with the Information and Privacy Commissioner (IPC) including mediation and adjudication and the submission of representations.
  • Providing support to other special initiatives and activities across Metrolinx that may have FIPPA related implications such as the Open Data Initiative posting of Board of Director materials drafting of data sharing agreements with legal counsel privacy working groups management working groups and Standing Committee requests.
  • Providing high quality customer service to FOI requesters through clear and effective communication as required throughout the FOI process to formulate and interpret requests provide information on the process provide status updates on files and communicate information regarding exempt information and timelines.
  • Supporting the development and implementation of strategic priorities and initiatives for the FOI program at Metrolinx.
What Skills and Qualifications Do I Need
  • Completion of a degree in Business Administration Public Administration / Policy or related field or a combination of education training and experience deemed equivalent.
  • Demonstrated experience working in the public sector interpreting / applying relevant legislation including the Freedom of Information and Protection of Privacy Act or municipal or federal equivalent.
  • Experience processing a high volume of FOI files.
  • Direct exposure to the Freedom of Information and Protection of Privacy Act and related guidelines and policies would be beneficial.
  • Experience with developing operational policies procedures best practices and recommendations for compliance with FIPAA / FOI legislation and programs.
  • Project coordination and planning skills to coordinate requests manage resources prioritize work track progress and meet approved project timelines.
  • Analytical and evaluation skills to investigate requests complaints and issues and provide expertise and recommendations.
  • Interpersonal oral / written communication and training skills to collaborate with and support management all levels of staff and colleagues and to develop and deliver training programs to staff and management.
