Description

The Facilities Development is currently seeking a Full-time Regular Financial Analyst, Capital (2 positions).

The Financial Analyst, Capital reports to the Manager, Finance Services and plays an important role in the delivery of financial services to support the execution of the University's Capital Program, comprising of nearly $200 million in ongoing capital projects. This position requires strong analytical capabilities, complex problem-solving skills, sound professional judgement and diverse finance and accounting experience.

The role is complex due to the technical financial concepts, understanding of agency policy and guidelines, and high analytical nature of work. This position is expected to deal with shifting priorities and operate in a highly complex environment with multiple and competing deadlines. The incumbent must work well under pressure and be able to communicate effectively with all levels of the institution and with external stakeholders. Individuals must be able to act independently and solve complex business issues while demonstrating flexibility and strong financial analysis skills. There is a high impact of errors as inaccurate advice or information could have serious consequences to stakeholders and/or the reputation of the University. Professional judgment in reviewing own work and the work of team members is required.

Primary Purpose of the Position (key purpose, functions, roles):
  • This key position provides accounting and finance advice, support and service to Project Managers and Facilities Directors and Managers, coordinating the delivery of finance support to various stakeholders.
  • The Analyst will provide support with all aspects of project accounting, financial analysis and reporting, including budgeting, forecasting and variance analysis on capital programs and projects while adhering to policies and guidelines and promoting strong internal control and best practices.
  • The position will ensure terms and conditions of grant awards are met, cash flows are managed, project budgets are not exceeded, expenditures are appropriate and properly approved in accordance with the University of Calgary Signing Authority Policy and recorded in the financial records in accordance with accounting standards.
  • The Analyst will provide reports to the Minister's representative (or other funding sources) in formats as determined by the funding agency.
  • Supports the Finance Services team in the financial reporting of the University's Capital programs and projects.
  • Ensure revenues are accurately accounted for within the University's financial system.
  • Develop, test, implement and maintain complex reporting applications and reports.
  • Remain current on various funding agency guidelines and requirements.
  • Perform business and systems analysis and provide advice on business issues including changes to application tools, existing systems, processes, procedures, reporting and control functions.
  • Act as a resource to management to provide accurate, reliable and timely special reports.
  • Provide advice and guidance and respond to requests for information from both internal and external users.
  • Perform as part of a team on project-related work as required.
Summary of Key Responsibilities (job functions include but are not limited to):
  • Working with Project Managers, Directors and the Project Management Office, the Analyst will provide accounting and finance advice, support and services, including project budgeting, forecasting, variance analysis, financial analysis and reporting, ensuring accurate accounting within the University's financial system.
  • Provide accurate, timely and relevant information, data analysis and forecasts using Peoplesoft data warehouse and business intelligence tools.
  • Prepare monthly project reporting and ad-hoc reports for Project Managers.
  • Assist directly with monthly reporting to the Government.
  • Review the annual Capital Renewal Department budget submissions to identify building and renovation implications, informing Facilities of the program needs arising from review.
  • Coordinate the operational aspects of the financial processes within capital programs and projects to ensure these processes are effectively planned, coordinated and communicated to stakeholders.
  • Ensure audit trails or supporting documentation for all financial transactions will be available when required by granting agencies.
  • Provide advice of non-adherence to granting agency and University policies and guidelines and elevate when appropriate to ensure resolution.
  • Responds to and resolves complex process issues, engaging the respective manager as required.
  • Support the University's capital decision making process by compiling and performing meaningful financial analysis and ad hoc reporting on capital programs and projects.
  • Work in partnership with stakeholders to continuously seek to improve financial processes and procedures within Capital Reporting by working with finance process owners.
  • Assist in developing tools for staff (checklist/procedures) to facilitate efficiency and consistency in the financial review and reporting of project charges. Assist with educating team members on finance processes and financial planning and analysis.
  • Ensuring internal financial business systems are managed, updated modified or changed to provide accurate and timely data and information.
  • Provide accurate and timely completion of special assignments and projects, including reports on findings, and including recommendations and outcomes.
  • Develop documentation and financial reports for the various audits, reconciliations and special projects (working papers, activity summaries, project testing, variance and comparative analysis).
  • Recommend and document project accounting processes, procedures and controls.
  • Perform other tasks or duties as assigned.
Qualifications / Requirements:
  • Chartered Professional Accountant (CPA) Canada designation (CPA, CA, CMA or CGA) and a related University degree, in business, finance, accounting or a related field. Individuals nearing completion of their CPA designation may be considered.
  • Knowledge and understanding of Public Sector Accounting Standards.
  • Three or more years of work experience in progressively more responsible roles performing various accounting functions including budgeting, variance analysis, forecasting, complex reconciliations and financial analysis.
  • Strong interpersonal skills and capable of building and maintaining productive and supportive working relationships.
  • Be organized, able to handle a large and varied workload, and meet deadlines.
  • Proficient user of computer software applications, including large integrated enterprise resource planning systems, data warehousing, and business intelligence tools.
  • Consistent demonstration of the following skills:
    • Effective communication;
    • Strategic and critical thinking;
    • Strong presentation and facilitation skills.
