Job summary

The City of Toronto is seeking a Financial Analyst in the Accounting Services Division to support TCA reporting and GAAP/PSAS interpretations. You will advise on capital expenditures, develop policies, and prepare key financial deliverables for internal and external stakeholders.

Qualifications

  • Post-secondary education in a discipline relevant to the job function (e.g., Bachelor of Commerce with a major in Accounting).
  • Enrollment in or completion of the CPA Professional Education Program, or CPA designation with CPA Ontario or another CPA body.
  • Considerable accounting, financial reporting, TCA reporting, and/or auditing experience in a public or private sector entity.
  • Municipal accounting and PSAS knowledge, with awareness of relevant statutes and regulations.
  • Experience performing financial and accounting analysis to support decision-making and identify unusual trends.
  • Experience performing research, data collection, and critical analysis from various sources.
  • Experience working with large data sets to derive insights and drive processes.
  • Excellent customer service and interpersonal skills for effective communication at all levels.
  • Knowledge of financial controls and internal control environments.
  • Strong organizational and multi-tasking abilities to manage competing priorities.
  • Proficiency in Microsoft Office and SAP/Oracle accounting systems.
  • Analytical mindset with problem-solving skills and sound judgment in confidential matters.
  • Ability to take initiative and work independently with minimal supervision.
  • Willingness to work overtime when required.
  • Familiarity with Ontario statutes including OHSA and employment standards.

Responsibilities

  • Support the City’s tangible capital asset (TCA) reporting process and act as a financial advisor to divisions and consolidated entities.
  • Provide interpretations of GAAP/PSAS to inform evaluation of capital expenditures and related projects.
  • Assist in developing and implementing accounting policies and procedures.

TheAccounting Services Divisionwithin the City of Toronto (the City) is responsible for delivering the City's financial reporting obligations and ensuring that the City's financial transactions are accounted for in accordance with the Public Sector Accounting Standards (PSAS).

The Division's Corporate Financial Reporting section is seeking a Financial Analyst:

Reporting to the Senior Financial Analyst, Accounting Services, the Financial Analyst (FA) will be responsible for supporting the City’s tangible capital asset (TCA) reporting process. Specifically, you will serve as a financial advisor to an assigned portfolio of City divisions and the City’s consolidated entities to provide interpretations of Generally Accepted Accounting Principles (GAAP), including Public Sector Accounting Standards (PSAS), to support the overall evaluation of the City’s capital expenditures and related projects.

The Division's mandate calls for a level of expertise acquired through the completion of or participation in the Canadian Chartered Professional Accountant (CPA) program offered by CPA Ontario or another provincial body. Such a background will have included knowledge and experience with GAAP, subject matter expertise in TCA reporting processes, internal control assessments, and the development and implementation of accounting policies and procedures.

Your track record of success is also supported by experience with various software packages, including Microsoft Office applications, such as Excel, Word, and PowerPoint, as well as computer-based accounting systems (e.g., SAP, Oracle, Business Intelligence, etc.)

Your background in TCA reporting, financial reporting, and/or auditing will have equipped you to think creatively and critically to solve complex accounting matters, develop various deliverables in support of the Division’s mandate and priorities (e.g., financial statements, annual financial report, other City Council reports, accounting briefing memos and presentations, dashboards, etc.), and ultimately, help defend the City’s accounting position to stakeholders, including the external auditors.

As a successful candidate, you are an excellent communicator who is capable of translating accounting guidance for non-finance professionals, as well as enjoys collaborating and/or interacting with a diverse mix of stakeholders, including but not limited to other divisional staff, external auditors, City Council or its sub-committees, and senior levels of government. You enjoy learning and challenging the status quo to explore and implement improvements to the City’s TCA reporting process and financial system, upholding the highest standards of ethics and integrity to achieve excellence in accounting practices and reporting, and exercising independent judgement and discretion when dealing with confidential matters.

Among the many strengths you bring to the role of Financial Analyst, Accounting Services, the following are the key qualifications of the position:

  • Post-secondary education in a discipline relevant to the job function (e.g., Bachelor of Commerce with a major in Accounting).
  • Enrollment in or completion of the CPA Professional Education Program, or have a Canadian Chartered Professional Accountants designation with CPA Ontario or another CPA provincial body (e.g., CPA, CA, CMA, or CGA).
  • Considerable accounting, financial reporting, TCA reporting, and/or auditing experience in a public or private sector entity.
  • Considerable experience with municipal accounting and/or Generally Accepted Accounting Principles, including Public Sector Accounting Standards (PSAS), Canadian Auditing Standards, Provincial statutes and regulations, City by-laws, and Council directions.
  • Considerable experience performing financial and accounting analysis to support decision-making processes, as well as identifying and investigating unusual financial trends and transactions to evaluate the accuracy of accounting treatment decisions.
  • Considerable experience performing research, including report writing, data collection, and critical analysis of information from various sources.
  • Experience working with and analyzing large data sets to drive processes and develop meaningful insights
  • Excellent customer service and interpersonal skills, including the ability to communicate effectively to all organizational levels.
  • Knowledge of financial and internal controls.
  • Excellent organizational and multi-tasking skills with the ability to juggle multiple priorities with competing timelines.
  • Proficient in Microsoft Office Suite (e.g., Word, PowerPoint, and Excel) and computer-based accounting systems (e.g., SAP and Oracle).
  • Demonstrates strong analytical, conflict resolution, and problem-solving skills to develop, recommend, and implement effective solutions.
  • Has sound judgment and the ability to address confidential, sensitive matters.
