Job summary

Waterloo Regional Police Service is seeking a Financial Analyst to provide budgeting, accounting and financial analysis support to divisional and branch management. The role supports operating and capital budgets, reserve funds, grants, and reporting processes.

You will analyze budget information, forecast impacts of budget decisions, and prepare summaries and schedules for management review. A CPA and a Bachelor's degree are required, with at least three years in budgeting and forecasting.

Qualifications

  • Bachelor's degree in Business, Economics, Mathematics, Commerce or related discipline.
  • CPA designation required; equivalent experience considered.
  • Minimum three years of budgeting, financial analysis, cost/benefit analysis, forecasting experience; public sector experience is an asset.
  • Knowledge of Oracle Financials and financial systems; strong Excel and reporting tools.

Responsibilities

  • Analyze budget reports and prepare forecasts and internal management reports.
  • Monitor operating expenditures against approved budgets and develop analytical information.
  • Prepare cost/benefit analyses and business cases to support decisions.
  • Administer reconciliations, forecast expenditures and revenues; report variances.
  • Initiate billing to external parties and assist with annual reporting.
  • Support grant expenditures and ensure proper documentation; assist year-end processes.

Long Description

Financial Analyst

Summary

Provides budgeting, accounting and financial analysis services and support to Divisional and Branch management personnel. Assists the Manager, Finance in the preparation of operating and capital budgets, tangible capital asset and reserve fund management, grant applications and reporting processes and conducts related analyses, studies and project work as assigned.

You Will:
  • Analyze budget reports, review information, and prepare forecasts and internal reports for management personnel to support operating and capital budget development for review by the Manager, Finance. Assist the Manager, Finance in monitoring operating expenditures against approved budgets and develop analytical information, including future budget impacts of current budget decisions. Prepare summaries, continuity schedules, and other information for budget reports and presentations.
  • Administer account reconciliations, verify the accuracy of accounts, and correct general ledger errors as requested by management personnel. Work with management personnel to forecast operating expenditures and revenues; identify and resolve possible variances; and report variances and potential resolutions of service-wide issues to the Manager, Finance as required.
  • Initiate billing to external parties, including police services participating in the PRIDE program.
  • Review and reconcile financial information to assist in preparing periodic and year-end reporting. Work with program areas and Information Technology (IT) to ensure all transaction data and relevant information are properly reflected, reviewing existing processes for efficiency, effectiveness, and accuracy. Resolve errors or omissions and provide recommendations for resolving service-wide issues to the Manager, Finance as required.
  • Prepare and participate in financial analyses to determine the impacts of policy proposals from the Police Services Board (PSB) and Provincial and Federal governments. Prepare cost/benefit analyses and business cases to support managerial decision-making on operating and capital project proposals.
  • Participate in Reserve and Reserve Fund analyses and forecast their viability for senior management and the PSB. Monitors reserve fund balances.
  • Ensure grant expenditures are made appropriately and reported accurately with complete supporting documentation, ensuring all submission deadlines are met.
  • Perform other related duties as assigned.
You Have:
  • Knowledge of management control systems, strategic and financial planning, budgeting and accounting principles.
  • Successful completion of a Bachelor's Degree from a recognized university in Business, Economics, Mathematics, Commerce or related discipline.
  • A professional accounting designation (e.g. CPA) is required. Equivalent experience and designation may be considered in lieu of a Bachelor's Degree and designation.
  • Minimum three (3) years of experience in the application of principles and techniques relating to budgeting, financial analysis, cost/benefit analysis, statistical analysis and forecasting required. Public sector experience in financial analysis is an asset.
  • Analytical and problem-solving skills to plan and develop objectives, conduct analyses and make recommendations and decisions on various financial issues.
  • Comprehensive knowledge in the operation of a computer and software applications and financial systems such as Oracle Financials, Microsoft office, Crystal reports, FMW Web Budgeting Software, and the internet and intranet.
  • Excellent interpersonal, organizational, problem solving and communication skills, both written and oral.
  • A valid Class "G" Ontario Driver's Licence with no more than six demerit points required to travel within and outside the Region to attend WRPS Divisions and police partners, attend meetings, seminars and conferences.
You Are:
  • Able to read and interpret PSB and Committee reports, Federal and Provincial legislation and guidelines, technical proposals, policies, by-laws and legal agreements.
  • Able to write letters and reports to management, the PSB, and external contacts regarding detailed financial analyses, updates and budget information; to review and provide input to, or write financial implications of management reports prepared by program areas.
  • Able to meet police security clearance requirements and to maintain confidentiality.
  • Able to participate as an effective team member and to support project values compatible with the organization.
  • Able to meet testing requirements for the position.
