The Salvation Army is seeking an Extreme Weather Response (EWR) Coordinator to monitor weather and activate the EWR program in Victoria, BC. You will coordinate with service providers, issue timely notifications, and help maintain collaborations with community stakeholders.

Responsibilities include data gathering for annual reports, bi-monthly community meetings, and producing reports for BC Housing. A background in human services and strong communication skills are essential.

Qualifications

• Bachelor level degree in human services or equivalent combination of education and experience.
• Clear criminal record check through BC RCMP/CRRP.
• Clear TB skin test.
• Occupational First Aid Level 1 or equivalent.
• 2-3 years’ experience coordinating community programs.
• 2 years’ building and maintaining relationships with stakeholders.
• Understanding of EWR programs and service providers is an asset.
• 2 years’ experience managing media and community relations.

They will send /gather information on who is operating and send notifications to service providers throughout the community during the winter season about the activation and the mat programs available. The coordinator will assist the ARC and other service providers to prepare for emergency weather events and maintain collaborative relationships key community stakeholders. This position will complete reporting requirements as per the contractual obligations with BC housing.**Accountabilities:**The incumbent may perform all, some, or similar duties to the listed below:* Monitor weather patterns and determine the need to operate the EWR.* Notify the service providers and determine who is able to operate on any given EWR activation.* Send out notification to key stakeholders when the emergency programs are operating and* determine when the activation will be rescinded as per the criteria in the community plan.* Assist in maintaining strong collaborative relationships with community service providers and stakeholders.* Develop strong working relationships with EWR service providers and stakeholder organizations.* Monitor weather patterns using Environment Canada and other weather reporting organizations to determine, based on criteria, the operation of the EWR services.* Notify the service providers of activation and deactivate when weather improves.* Coordinate the formal notification of stakeholder organizations of the activation and deactivation.* Coordinate community meetings every two months to discuss processes and activations throughout the winter period. These meetings are designed to improve communication with the community and key service providers with the EWR coordination organization and manage any concerns or issues as they arise.* Provide media information and referral of media to appropriate individual to manage and monitor media.* Monitor media for information or concerning articles and mitigate with the assistance of BC housing communications and outstanding issues in the community.* Gather data, research and required information to support the annual reporting requirements for the EWR program.* Develop an annual report for submission to BC housing as per contract obligations* Bi-monthly community meetings and report back on EWR program activations, capacity levels, and operational concerns* Willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.* Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.* Ability to provide an original copy of a Background Check that is satisfactory to The Salvation Army, in its sole discretion, is required, including Child Check (if appropriate).**Education, Qualifications and Certifications:*** Bachelor level degree in human services or equivalent combination of education and experience required.* Clear criminal record check through the BC Criminal Record Review Program.* Clear TB skin test required.* Occupational First Aid Level 1 or equivalent.**Experience and Knowledge:*** 2-3 years’ experience coordinating community programs.* 2 years’ experiencing building and maintaining relationships with stakeholders.* Good understanding of EWR program and familiarity with service providers is an asset.* Clear understanding of monitoring and projecting weather patterns is an asset.* 2 years’ experience managing media and community relations.* Solid knowledge of homeless and unhoused population.**Skills and Capabilities:*** Attention to detail, problem solving and analytical skills.* Strong communication with internal and external customers.* Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility.* Strong relationship building skills and ability to maintain collaborative working relationships.* Ability to quickly adapt to changing situations and make sound decisions in high-pressure environments.* Strong analytical and critical thinking skills to effectively address challenges and find solutions.* Ability to efficiently manage time and resources to ensure a timely and effective response.* Ability to collect, manage, and disseminate data in an effective manner.* Commitment to the Salvation Army’s mission, vision, and values.**Compensation:**The target hiring range for this position is $32.47 to $32.97 with a maximum of $33.47.Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.The Salvation Army will provide reasonable accommodation upon request.
