Qualifications

The Environmental Risk Management and Compliance Branch is part of the Waste Management and Environmental Sustainability Department. The branch strives to minimize environmental risk associated with growth and corporate infrastructure through source water protection, climate change adaptation, sustainable development strategies, contaminated lands, the sewer use by‑law, spill response, ground and surface water monitoring and investigations, and development reviews. Under the general guidance of the Manager of Environmental Risk Management and Compliance, the Environmental Risk Management and Compliance Co‑op Student is responsible for supporting the Risk Management Official and/or Risk Management Inspector(s) with inspections, development review, building permit review and notice issuance, as well as administrative duties. This position will support the Risk Management Official and Risk Management Inspector with the implementation and enforcement of the City of Barrie’s Source Protection Program, Climate Change Adaptation Strategy, and Drinking Water Protection Policy. Overall, this position plays an integral role in continually safeguarding and protecting the quality and quantity of the City’s drinking water to ensure that the residents and businesses of the City of Barrie can enjoy clean and safe drinking water.

Responsibilities
  • Assist the Risk Management Official and Risk Management Inspector with the implementation and enforcement of the City of Barrie’s Source Water Protection Program
  • Assist in reaching out to businesses to schedule inspections, provide relevant materials for review and completion, and support the creation of Risk Management Plans to address existing and/or future significant drinking water threats
  • Perform initial review of development files, ensuring proper organization and management of related documents, tasks, and checklists to effectively support development reviewers
  • Prepare reports, briefing notes, presentations, statistics, and analysis for the Risk Management Official and Risk Management Inspector
  • Assist in the development of Source Water Protection information and training materials for City staff, private businesses, industrial facilities, contractors, consultants, and the public
  • Assist in the implementation of the City’s Climate Change Adaptation Strategy, including incorporating climate adaptation considerations into City plans and policies and the development of education and outreach programs for residents and businesses
  • Conduct analysis in ArcGIS and MS Excel, and prepare presentations in MS Power Point
  • Organize and manage data, as well as electronic and physical files
  • Work as a team player within an office environment

  • Currently enrolled in a recognized College or University Co‑op program in Environmental Geoscience, Earth Science, Environmental Technology or Environmental Engineering
  • Completed at least one (1) year of a related post‑secondary program at a recognized College or University in Environmental Geoscience, Earth Science, Environmental Technology, or Environmental Engineering
Experience
  • Demonstrated familiarity with the Clean Water Act, South Georgian Bay Lake Simcoe Protection Plan, City of Barrie’s Drinking Water Protection Policy, hydrogeology and municipal groundwater resource management
Knowledge / Skill / Ability
  • Strong communication and public relations skills
  • Knowledge of municipal groundwater supply systems, water chemistry, and the principles of the Provincial Clean Water Act and associated regulations
  • Knowledge of the practices of statistical analysis, data management and GIS
  • Availability and willingness to work outside occasionally (including construction sites)
  • Intermediate to advanced computer skills with Microsoft Office Suite (MS Word, Excel, PowerPoint, and Teams) and GIS (ArcMap)
Conditions of Employment
  • Valid Ontario Class “G” Driver’s Licence in good standing, with reliable vehicle to use on corporate business (travel reimbursement will be provided)
  • CSA‑approved safety footwear in good condition
