Job Overview

Environmental Public Health Officers work collaboratively with partners to deliver high‑quality health protection services to Indigenous peoples. An EPHO provides advice, guidance, education, public health inspections and recommendations to First Nations and their leadership to help manage public health risks associated with the environment. Frequent travel is required.

Duties
  • Collaborate with partners to deliver health protection services.
  • Provide advice, guidance, education and public health inspections to First Nations and leadership.
  • Recommend public health risk mitigation measures.
  • Travel frequently using various modes of transportation.
Work Environment

First Nations and Inuit Health Branch provides public health services including Environmental Public Health to those living on reserve. Core programs: Drinking Water, Food Safety, Healthy Housing, Wastewater, Solid Waste Disposal, Facilities Inspection, Communicable Disease Control, Emergency Preparedness & Response.

Intent of the Process

A pool of partially or fully qualified candidates may be established to staff similar positions at Indigenous Services Canada. A reliability status security clearance is required.

Qualifications
Education

Graduation with a degree recognized in Health Sciences (Public Health) or Environmental Public Health or equivalent.

OR successful completion of full‑time instruction in Public Health Inspection or Environmental Public Health.

OR acceptable combination of education and at least five years’ experience in environmental public health and a certificate in Public Health Inspection.

Occupational Certification

Certificate in Public Health Inspection is required.

Asset Education
  • Master’s degree in a related field (e.g., MPH, MSc Epidemiology).
  • Current health and safety certification (CRSP, CIH, etc.).
  • Training in emergency response and infection prevention.
Asset Experience
  • Experience providing environmental public health services (inspections, monitoring, education, promotion, training).
  • Experience working with First Nation communities.
  • Experience leading or participating on committees.
  • Experience engaging stakeholders.
  • Experience briefing and providing recommendations to management.

Note: Experience gained during placements, field work or practicums will be considered.

Languages

English Essential, French Essential, Bilingual Imperative BBB/BBB, CBC/CBC, CCC/CCC.

Knowledge
  • Applicable legislation, guidelines, technical information related to environmental public health (e.g., Canadian Drinking Water Quality).

Abilities

Ability to develop and present educational training related to environmental public health.

Operational Requirements
  • Willingness to work evenings and weekends and travel throughout the region periodically.
  • Willingness to work on call / standby / overtime or on short notice.
  • Emergency response capability.
  • Ability to work alone in remote/isolated First Nation communities, travel by vehicle, boat, helicopter, all weather.
  • Operating motor vehicle for extended periods.
  • Moderate physical effort; lifting objects up to 20 kg.
  • Pre‑employment medical may be required.
  • Work outdoors under varying weather conditions.
Other Requirements
  • Reliability status security clearance.
  • Valid driver’s licence in the province of work.
  • Membership in Canadian Institute of Public Health Inspectors (CIPHI).
  • Indigenous status preference may be considered.
