Major Responsibilities
Reporting to the Senior Environmental Project Manager, Asset Management unit, Planning, Design and Management section, the Environmental Coordinator will coordinate and facilitate various environmental compliance projects and assist in advancing the Transportation Services Division goal of delivering Contaminated Right-of-Way Management Program and System (CROWMPS). The successful candidate will assess, develop, implement, evaluate and report on a variety environmental issues with Transportation Services and represent the Asset Management unit on various working groups and deal with internal and external stakeholders.
- Arranges and coordinates within the Division the Environmental Site Assessments (ESA), Risk Assessments (RA), the review of Certificate of Property (CPU) and Record of Site Conditions (RSC),and peer reviews.
- Assists with coordinating divisional reviews of environmental investigation related permit applications, including reviewing work plans submitted by applicants and supporting the review of monitoring well installations, annual reports, and decommissioning requests in accordance with Technical Standards and Safety Act (TSSA) requirements and City's policy.
- Assists Project Managers and Senior Environmental Project Managers in developing and maintaining various contaminated right-of-way management spatial inventories.
- Develops communication strategies aimed at strengthening the dissemination of environmental information by analyzing stakeholders needs, consulting with various divisions, environmental groups, city divisions and other levels of governments, etc.
- Advices leadership on the potential impact of decisions and program changes and makes recommendations on environmental strategies for projects.
- Provides support within the Division and other Divisions by providing information on environmental issues, providing advice on requirements and reviewing reports.
- Liaises with City Divisions, environmental groups, government officials, etc., in order to develop environmental policies.
- Liaises with staff within the Division and other City Divisions and co-ordinate the provision of information on division's activities as pertaining to compliance with environmental Legislation and City Policies.
- Monitors and assesses environmental issues by conducting literature reviews, and assists the Senior Environmental Project Manager, and project responsible staff with planning, implementing, project follow-up, work schedules and priorities for environmental issues.
- Drafts tenders, requests for proposals, provides bid analysis and prepares reports.
- Investigates and responds to inquiries and/or complaints from project/program clients, staff, elected officials and the general public.
- Monitors contingency and contract budgets. Initiates instructions, change notices and change orders. Reviews progress and recommends progress draws for payment. Prepares detailed financial reporting of project status from planning through to completion.
- Implements administrative systems to monitor program performance and track environmental compliance, by compiling and maintaining reference files on environmental audits, ESAs, RAs, plans and surveys.
- Instructs and provides technical guidance and expertise and gives feedback to Project Managers, contractors and consultants with respect to projects relating to the Division and ensures relevant policies, City By-Laws, Standards and Codes, etc. are adhered to.
- Co-ordinates and attends site meetings and project team/client meetings.
- Follows up with contractors/project managers to complete deficiencies within a specified time and expedites warranty claims.
- Reviews and completes project scope includes, and is not limited to, environmental, construction, maintenance, business process, estimates, specifications, drawings, and full completion of the project managers' documentations.
- Responds to environmental emergencies.
- Inspects work (design and materials) carried out by or for the City of Toronto and ensures compliance with contract specifications, risk management plans, remedial plans, policy, standards and regulations, issues field instructions and prepares progress reports.
- Confirms inspections for total performance and assists with approvals for the turnover of lands, specifically jurisdictional transfer of lands, conveyance and/or assumption of public right-of-way and ensures all required documentation is obtained.
Key Qualifications
- Graduate of a recognized University or College in an undergraduate program of Environmental Planning, Environmental Management, Environmental Science, Environmental Engineering or Geoscience or an equivalent combination of education and experience.
- Experience in the methods and techniques of Phase I and II Environmental Site Assessments, Risk Assessments, Certificates of Property Use (CPU) and RSC approvals.
- Experience in the application of the Environmental Protection Act, Occupational Health and Safety Act and associated regulations.
- Experience using ArcGIS Pro, ArcGIS Online and other GIS related applications.
- Experience in coordinating multi-disciplined consultant, transportation and/or capital construction projects.
- Experience with Microsoft Office Suite (i.e. Word, Excel, PowerPoint, and Access) and specifically for data, management, analysis and reporting.
- Must possess and be able to maintain a valid Province of Ontario Class “G” Driver’s License and must qualify for the City Vehicle and Equipment Operator’s Permit.
- Experience with Environmental Management Protocol and Contaminant Management Plan, including groundwater sampling and monitoring programs, and data analysis, in compliance with Technical Standards and Safety Authority (TSSA) requirements.
You must also have
- Knowledge of transportation practices, processes and programs and how they are impacted by environmental issues, environmental Risk Management Measures and CPU requirements.
- Knowledge of the project management process, project coordination and environmental management system.
- Ability to direct staff and knowledge of human and labour relations.
- Excellent interpersonal skills and the ability to work cooperatively with others in a multidisciplinary team.
- Ability to work independently, to initiate, plan and evaluate information, set priorities, and execute a variety of tasks in order to meet deadlines.
- Excellent writing and communication skills. High aptitude in Mathematics.
- Familiarity with Computer Aided Design and Drafting and Geographic Information System, the ability to read and interpret construction drawings, specifications and contract documents.
