Job summary

Build Nova Scotia is seeking an Enterprise Risk & Controls Officer (Project Officer) to join the PMO. You will optimize project management processes, oversee risk management frameworks, and ensure actions are coordinated across workstreams.

This full-time, five-year term role offers exposure to governance activities and a chance to develop junior project management skills within a supportive PMO environment.

Qualifications

  • 2+ years of experience in project management or a related field.
  • PMO or change management experience is an asset.
  • Experience using Power BI, SharePoint, and other Microsoft tools.
  • Experience with PMIS is an asset.
  • Public Sector Infrastructure Delivery experience is an asset.

Job description

Build Nova Scotia is seeking a highly motivated and detail-oriented Enterprise Risk & Controls Officer (Project Officer) to join our Project Management Office (PMO) team. The successful candidate will support the PMO by supporting the optimization and standardization of our project management processes including the corporate project controls and risk management frameworks. They will also act as a key connector across the PMO's functions, ensuring workstream actions are coordinated and tracked through to completion.

The Enterprise Risk & Controls Officer will monitor project planning and delivery efficiency, quality, and adherence to established best practices. This role involves oversight of enterprise risk management, project controls implementation, and governance activities. This is an excellent opportunity for a junior professional to develop their project management skills. This is a full-time five (5) year term position.

Qualifications
Education
  • Post-secondary education (degree or diploma) in business administration, project management or a related field.
  • Exposure to the construction industry would be an asset.
Experience
  • 2+ years of experience in project management or a related field.
  • Experience working in a PMO or change management environment is an asset.
  • Experience using Power BI, Microsoft SharePoint, and other Microsoft tools.
  • Experience using Project Management Information Systems is an asset.
  • Experience in Public Sector Infrastructure Delivery is an asset.
Certifications
  • A project management designation (e.g. CAPM, PMP) would be an asset.
  • Change management certifications (e.g., Prosci) would be an asset.
Skills
  • Excellent communication, organizational, interpersonal skills, and attention to detail.
  • Strong analytical and problem-solving skills, with the ability to think enterprise wide.
  • Ability to adapt to change and work under pressure.
  • Knowledge of project management methodologies (e.g., Agile, Waterfall).

  • The role of a Enterprise Risk & Controls Officer comes with a high level of autonomy; they must be able to work autonomously upon receiving direction and use professional judgment as to when items/situations require escalation.
Responsibilities
PMO Leadership
  • Understand and continually communicate the PMO's value proposition and ensure alignment with corporate objectives.
  • Facilitate communication between the PMO and other departments where appropriate.
  • In coordination with the PMO team, contribute to the achievement of goals under the Build NS strategic plan.
  • Foster a culture of collaboration, innovation, and professional development within the PMO.
PMO Support
  • Provide organizational support to the PMO team, including training sessions, managing project-related tools, assisting with process improvements and project controls compliance inspections.
  • Assist in drafting communication materials, presentations, briefing notes and information reports and summaries.
  • Assist in the development of executive reporting and performance insights related to organizational risk, controls, and governance.
  • Coordinate or deliver introductory training sessions for new PMO processes / tools across the organization.
  • Maintain PMO project controls framework and documentation.
  • Aid in the refinement and maintenance of PMO standards, methodologies, and best practices.
  • Support development of reports on project status, performance, and key performance indicators.
  • Coordinate and maintain the corporate Enterprise Risk Management framework, including risk identification, assessment, monitoring, and reporting activities.
  • Support enterprise risk management across the organization, including the production of monthly reports on risk management activities.
  • Facilitate stakeholder engagement, training, and awareness activities related to risk management and project controls.
  • Identify and support implementation and continuous improvement of the Project Controls Framework.
  • Assist in the development and maintenance of process maps to visualize and improve business processes.
  • Collaborate with stakeholders to implement process changes and monitor their effectiveness.
  • Assist in the development and implementation of change management plans to support corporate objectives.
  • Meeting scheduling, note taking, and other general office tasks as required.
Additional Information

Pay Grade: NSL-13

Salary Range: $3135.37 - $4311.13 Bi-Weekly

Salary Placement: The placement of a new hire into the salary range is based on an objective salary rating process. This process will assess the knowledge, skills, experiences and overall qualifications of a candidate to determine appropriate placement. Each pay grade has established steps, and new hires cannot exceed certain maximums which are outlined in the Compensation Framework.
