Currently, the City of Belleville has an exciting opportunity for highly motivated, strategic, and dynamic individuals to join our Engineering and Development Services Department as an Engineer in Training.

Purpose and scope

Reporting to the Senior Project Manager – Design, this position provides project support for the City’s Capital program administered by the Department. This position assists in the design, contract preparation, project management, and public liaison of municipal infrastructure improvement projects including roads, bridges, sidewalks/active transportation, sewers, watermains, intersection improvements, watercourses/drainage improvements, and storm water management facilities.

Responsibilities
  • Provide timely, accurate information to the Senior Project Manager - Design and Deputy Director/ Manager of Engineering and respond to their decisions and directions.
  • Assist in preparing and/or reviewing the design of new and reconstruction of roads, including verification of survey data, establishment of preferred vertical and horizontal alignments, production of profiles and cross sections.
  • Assist in preparing and/or reviewing the design of storm and sanitary sewers including catchment areas, design parameters, and preparation/review of technical design reports and design calculations.
  • Assist in preparing and/or reviewing the design of watermains and appurtenances including hydrants, valves, bends, restraints, water services, etc., and prepare/review technical design reports and design calculations.
  • Prepare preliminary and detailed cost estimates for projects.
  • Prepare and review tenders and draft reports for Council.
  • Prepare Requests for Proposals and Requests for Quotations, hire, direct and administer the work of consulting firms carrying out work on studies or capital projects for the City.
  • Liaise with governmental agencies, utility companies and other departments as well as members of the public during the design phase to resolve project conflicts and coordinate scheduling.
  • Coordinate and verify final tender drawings, prepare tender documents and calculate all final quantities.
  • Develop and provide assistance for public presentations of projects and departmental initiatives as required.
  • Assist in the Department's initiatives on asset management related to municipal infrastructure.
  • Provide technical support to various Advisory Groups involving transportation issues by investigating issues, researching, preparing reports, presenting reports, preparing agendas and recording minutes as required.
  • Prepare reports and documentation for project updates as required.
  • Perform all tasks and responsibilities through the lens of Equity, Diversity, Inclusion, ensuring commitment to fairness, representation, accessibility and respect for diverse perspectives and cultures in all aspects of work.
  • Other duties as assigned.

Qualifications

MINIMUM EDUCATION:

  • A University degree in Civil Engineering or equivalent progress towards licensure with Professional Engineers Ontario (PEO).
  • Must possess and maintain a valid class "G" driver license in good standing and access to a reliable vehicle for business purposes.
  • Satisfactory Criminal Record Check (“CRC”) prior to commencing work at the City of Belleville.

ASSET EDUCATION:

  • Post-secondary education in project management or a related field.

MINIMUM EXPERIENCE:

  • One (1) year of experience in an engineering department or with an engineering firm.

ASSET EXPERIENCE:

  • One (1) to three (3) years’ minimum experience in a municipal environment.
  • Excellent interpersonal, organizational and analytical skills; coupled with the ability to prioritize activities to successfully meet deadlines.
  • Excellent communication (written and oral) and interpersonal skills with demonstrated ability to influence without direct authority.
  • Ability to communicate and interact effectively with all levels of management, employees, Councillors, and external stakeholders.
  • Proficient computer skills and must have a solid working knowledge with MS Word, Excel, MS Access and email software.
  • Ability to coordinate and collaborate with other departments with the ability to solicit cooperation & interdepartmental collaboration.
  • Self-motivated and able to work independently with minimal supervision.
