Job summary

Canadian Nuclear Laboratories is seeking an Emergency Management Officer at our Whiteshell site to develop, deliver, review, and maintain emergency preparedness programs that support licensing requirements and readiness across the organization.

The role involves coordinating drills, evaluating exercises, interacting with regulators, and training emergency personnel to ensure safety and compliance at the Manitoba site.

Qualifications

• Degree, certificate or diploma related to Emergency Management preferred.
• Incident Command System / Emergency Operations Center training asset.
• 3–5 years related emergency management or response experience.
• Strong written and oral communication and interpersonal skills.
• Ability to adapt, work under pressure and coordinate responses.

Responsibilities

• Develop and review EM program documents, plans and risk analyses.
• Coordinate drills to assess emergency response capabilities.
• Develop, implement and evaluate exercises (functional/full-scale).
• Complete routine EmP program functions and manage equipment/inventories.
• Support EM training and liaise with regulatory agencies.
• Perform other duties as assigned by the manager.

If you answered yes, then this may be the job for you, as our Whiteshell location is looking for an Emergency Management Officer to play a key role in developing, delivering, reviewing, and maintaining emergency preparedness programs that support site licensing requirements and ensure readiness across the organization in accordance with federal and provincial legislation.

What you will be doing!

• Developing, drafting, and/or reviewing EM (Emergency Management) program documentation, including facility emergency preparedness procedures, emergency plans, hazard and risk analysis, etc.
• Ensuring emergency response capabilities are assessed by coordinating and leading operational drills.
• Assisting in the development, implementation, and evaluation of both functional and full‑scale exercises.
• Completing routine program functions requiring subject matter expertise associated with EmP (Emergency Preparedness).
• Completing inspections, inventories, maintenance, and testing of all components related to the EmP program (equipment, inventories, rosters, etc.) based on timelines determined by the Program Manager.
• Supporting program training for emergency personnel.
• Interacting with regulatory agencies as required.
• Other duties as assigned by your manager.

What We Are Looking For

• Education
  • A Degree, Certificate or Diploma related to Emergency Management is preferred.
  • Completion of training related to Incident Command System, Emergency Operations Center, and exercise design is an asset.
• Experience
  • 3-5 years of experience related to emergency management or emergency response is an asset.
  • Experience in training and classroom presentation skills would be an asset.
• Knowledge, Skills & Abilities
  • Demonstrated strong communication skills, both written and oral along with interpersonal skills with the ability to interface with all levels of management, staff and external customers and agencies.
  • Ability to adapt to a changing environment and respond with initiative, be flexible to meet changing requirements, and working well under pressure.
  • Demonstrated planning and coordination skills.
  • Demonstrated leadership and the ability to manage and coordinate responses to abnormal or emergency events.
  • Ability to manage and comprehend a large range of technological and/or business issues such as radiation protection, fire, industrial hygiene, security, logistics and communications.
• Security Clearance Eligibility Required
  • Level 2 Secret requires a minimum of 7 years of verifiable history in Canada, Australia, New Zealand, the United States, and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”

Working Conditions

• We have a compressed workweek: four (4) days per week, ten (10) hours per day, for a forty (40)- hour workweek, from 6:00 a.m. to 4:30 p.m.
• Periods of prolonged standing, walking, and field presence may be required during emergency response activities, exercises, and site inspections.
• Occasional requirement to work extended or non-standard hours to support emergency response activities, drills, exercises, and training.
