Job summary

Government of Alberta is seeking an experienced Emergency Health Services (EHS) Specialist to enforce regulatory standards across Alberta’s emergency health system. This role requires analyzing legislation, guiding operators, and leading compliance initiatives to ensure safe and effective EMS delivery.

The position involves provincial travel with offices in Edmonton and Calgary, and offers a permanent full-time opportunity within the Acute Care Division of Hospital and Surgical Health Services.

Qualifications

• University degree in related field plus four years related experience.
• Equivalency: Diploma related to position with six years related experience; Master’s degree with three years related experience.
• Primary Care Paramedic applicants must have completed a diploma-level credential or higher.
• Must be a regulated member of an applicable college as specified in the Health Professions Act.

Responsibilities

• Conduct licensing inspections, compliance monitoring, and regulatory reviews of ambulance operators, vehicles, stations, equipment, and related services to ensure compliance with the Emergency Health Services Act, regulations, and standards.
• Provide expert advice and interpretation of legislation, policies, standards, and operational requirements to internal and external stakeholders.
• Research, evaluate, and recommend innovative emergency health services practices and service delivery models.
• Develop, review, and support the implementation of legislation, regulations, policies, standards, codes, and guidelines.
• Manage licensing records, compliance documentation, operator files, ambulance vehicle information, and related databases.
• Monitor ambulance service delivery and operational performance; provide recommendations to leadership.
• Represent the Ministry on committees and stakeholder consultations.

This position resides in the Ministry of Hospital & Surgical Health Services under the Acute Care Division, within the Emergency Health Services Branch, Regulatory Compliance Unit.

Role Responsibilities

Key Responsibilities: The Emergency Health Services (EHS) Specialist serve as a key member of the Emergency Health Services (EHS) Branch by implementing policies, enforcing regulatory standards, conducting compliance monitoring, and providing subject matter expertise to support safe, effective, and innovative emergency health services across Alberta.

• Conduct licensing inspections, compliance monitoring, and regulatory reviews of ambulance operators, vehicles, stations, equipment, and related services to ensure compliance with the Emergency Health Services Act, regulations, and standards.
• Provide expert advice and interpretation of legislation, policies, standards, and operational requirements to internal and external stakeholders, including ambulance operators, practitioners, municipalities, educational institutions, and government partners.
• Research, evaluate, and recommend innovative emergency health services practices, technologies, vehicle standards, equipment, and service delivery models to support continuous improvement and public safety.
• Develop, review, and support the implementation of legislation, regulations, policies, standards, codes, and operational guidelines related to emergency health services.
• Manage and maintain licensing records, compliance documentation, operator files, ambulance vehicle information, and related databases to support regulatory oversight and program accountability.
• Monitor ambulance service delivery and operational performance, providing recommendations to leadership on governance, compliance, fleet management, procurement, and service improvements.
• Act as a representative of the Ministry on committees, working groups, stakeholder consultations, and special initiatives related to emergency health services and emergency management.
• Conduct jurisdictional scans, literature reviews, policy analysis, and research activities to support evidence-based decision making and strategic planning.
• Investigate and address public inquiries, complaints, compliance concerns, and matters affecting patient, practitioner, and public safety.
• Build and maintain collaborative relationships with ambulance operators, manufacturers, healthcare partners, educational institutions, professional organizations, Indigenous communities, municipalities, and other stakeholders.
• Prepare briefing notes, reports, correspondence, presentations, and recommendations for senior leadership, government officials, and external stakeholders.
• Lead or support provincial projects and initiatives aimed at enhancing emergency health services, regulatory compliance, operational effectiveness, and service quality across Alberta.

Qualifications

Education and Experience: University Degree in a related field EMS, Public Safety, Medical, Reg. Health Provider, plus four (4) years related experience.

Equivalency: Diploma related to the position assignment and six (6) years of related experience. Must be a regulated member an applicable college as specified in the Health Professions Act. Master’s degree related to the position assignment and three (3) years of related experience.

Primary Care Paramedic applicants must have completed a diploma-level credential or higher in a related field before applying to meet the minimum qualifications for this position.

Required:

• Valid class 5 Alberta Driver’s license (provincial travel is required).
• Registered paramedic with the Alberta College of Paramedics OR current registration in good standing with an Alberta professional college.

Preference will be given to the following individuals:

• Registered paramedic with the Alberta College of Paramedics
• 3 - 5 years of progressively more complex management and leadership responsibilities.
• Working knowledge of inspections, investigations, compliance and monitoring to legislation.
• Certified journeyperson in the mechanic or heavy equipment technician trades
• Diverse clinical experience as a regulated healthcare provider.

• 8:15AM to 4:30PM (Monday to Friday)

This position requires provincial travel with primary offices located in Edmonton and Calgary.
