Job summary

The Kativik Regional Government (KRG) is hiring an Electrical, Instrumentation and Control Instructor. This permanent, on-rotation role focuses on ensuring reliable operation of electrical systems in water and wastewater infrastructure across Nunavik.

You will train municipal staff, install and troubleshoot control components, and collaborate with operators and project managers. Required are a DEP in electronics or electrical tech, a Quebec Electrical License C, 5+ years in industrial

Qualifications

  • DEP in industrial electronics or electrical technology.
  • Electrical License C (off construction) or equivalent.
  • At least five years in electrical systems, instrumentation and automation.
  • Knowledge of PLCs, HMIs, SCADA and field devices.
  • CET certificate is a plus.
  • Ability to read diagrams and plans; electrical code familiarity.
  • Proficient in two languages among Inuktitut, English, and French.
  • Proficient with MS Office and CMMS.
  • Willing to travel to Nunavik villages and stay in hotels.
  • Valid Quebec class 5 license; north-of-55th parallel experience is a plus.

JOB OPPORTUNITY

The Kativik Regional Government (KRG) is a supra municipal body having jurisdiction over the territory north of the 55th parallel in Québec and, in particular, provides technical assistance to the 14 northern villages of Nunavik.

The KRG is currently looking for a self‑motivated and dynamic individual to fill the following position:

ELECTRICAL, INSTRUMENTATION AND CONTROL INSTRUCTOR (Permanent, on rotation)

Reporting to the Assistant Director of the Municipal Public Works Department, the Electrical, Instrumentation and Control Instructor is responsible for ensuring the effective operation and maintenance of electrical systems and controls in water and wastewater infrastructure. This role involves training municipal staff and enhancing system reliability across the 14 villages of Nunavik.

DUTIES
  • Ensure the effectiveness of the freeze protection system and controls of the water and wastewater systems.
  • Train and coach municipal staff in the operation and maintenance of water and wastewater infrastructure's electrical, instrumentation, and control systems.
  • Install, maintain and repair electrical, instrumentation, and automation components (heat tracing cables, control panels, sensors, transmitters, related equipment, etc.).
  • Troubleshoot electrical, instrumentation, control, and automation systems and their associated components.
  • Ensure the reliable operation and preventive maintenance of the electrical and control systems within the water and wastewater infrastructures and maintain maintenance records.
  • Collaborate with municipal water plant operators, project managers, specialists and other instructors to diagnose and repair freeze protection systems, including control systems and analysis instruments.
  • Work closely with the organization and municipalities to develop, implement, and improve preventive maintenance programs for freeze protection and control systems.
  • Participate actively in training sessions on various freeze protection systems used in the 14 villages of Nunavik.
  • Perform any other related duties requested by the supervisor.
QUALIFICATIONS AND REQUIREMENTS
  • Possess a professional studies certificate (DEP) in industrial electronics, Electrical Technology or an equivalent qualification.
  • Hold an Electrical License C (off construction) or an equivalent license.
  • Have at least five years of relevant work experience in electrical systems, instrumentation and controls, and automation systems in an industrial setting or an equivalent field.
  • Possess working knowledge of industrial control and automation systems, including PLCs, HMIs, SCADA systems, instrumentation, and related field devices.
  • A Certified Engineering Technologist (CET) certificate or equivalent is considered a significant asset is considered an asset.
  • Ability to read and interpret diagrams, circuit plans, and electrical code specifications.
  • Be able to communicate, oral and writing, in at least two (2) of the following languages: Inuktitut, English, and French.
  • Be proficient in the Microsoft Office suite and Computerized Maintenance Management System (CMMS) applications.
  • Be willing to travel in the northern villages and stay in hotels with shared facilities.
  • Be comfortable working in different weather conditions in the cold regions.
  • Demonstrate flexibility and resourcefulness and enjoy teamwork, intercultural awareness.
  • Possess a valid Quebec Class 5 driver’s license or Canadian equivalent.
  • Have work experience north of the 55th parallel is a definite asset.
Work schedule and place of work
  • 6-3 rotation schedule: 6 weeks working in the Northern Villages (52.5 hours weekly), followed by three weeks’ paid leave (35 hours weekly).
  • 4-2 rotation schedule: 4 weeks working in the Northern Villages (52.5 hours weekly), followed by two weeks’ paid leave (35 hours weekly).

FORMATEUR OU FORMATRICE, ÉLECTRICITÉ, INSTRUMENTATION ET COMMANDE (Poste permanent, sur rotation)

Relevant du directeur adjoint du Service des travaux publics municipaux, le formateur ou la formatrice, électricité, instrumentation et commande, est chargé(e) d’assurer le bon fonctionnement et l’entretien des systèmes électriques et des dispositifs de commande des infrastructures d’approvisionnement en eau et de traitement des eaux usées. Ce poste consiste à former le personnel municipal et à améliorer la fiabilité du réseau dans les 14 villages du Nunavik.

TÂCHES
  • S’assurer de l’efficacité du système de protection contre le gel et des dispositifs de commande des réseaux d’eau et d’eaux usées.
  • Offrir une formation et un encadrement au personnel municipal quant à l’exploitation et à l’entretien des systèmes électriques, d’instrumentation et de commande des infrastructures d’approvisionnement en eau et de traitement des eaux usées.
  • Installer, entretenir et réparer les composants électriques, d’instrumentation et d’automatisation (câbles de traçage électrique, panneaux de commande, capteurs, transmetteurs, équipement connexe, etc.).
  • Effectuer le dépannage des systèmes électriques, d’instrumentation, de commande et d’automatisation, ainsi que de leurs composants associés.
  • Assurer le bon fonctionnement et l’entretien préventif des systèmes électriques et de commande des infrastructures d’approvisionnement en eau et de traitement des eaux usées, et tenir à jour les registres d’entretien.
  • Collaborer avec les exploitants des usines municipales de traitement de l’eau, les gestionnaires de projet, les spécialistes et d’autres formateurs afin de diagnostiquer et de réparer les systèmes de protection contre le gel, y compris les systèmes de commande et les instruments d’analyse.
  • Collaborer étroitement avec l’organisation et les municipalités afin d’élaborer, de mettre en oeuvre et d’améliorer les programmes d’entretien préventif des systèmes de protection contre le gel et de commande.
  • Participer activement à des séances de formation sur les différents systèmes de protection contre le gel utilisés dans les 14 villages du Nunavik.
  • Effectuer toute autre tâche demandée par le superviseur.
QUALIFICATIONS ET EXIGENCES
  • Être titulaire d’un diplôme d’études professionnelles (DEP) en électronique industrielle ou en technologie électrique ou d’un titre équivalent.
  • Être titulaire d’une licence C d’électricien (hors construction) ou d’une licence équivalente.
  • Posséder au moins cinq ans d’expérience professionnelle pertinente dans le domaine des systèmes électriques, de l’instrumentation et des commandes, ainsi que des systèmes d’automatisation, dans un milieu industriel ou un domaine équivalent.
  • Avoir une connaissance pratique des systèmes de commande et d’automatisation industriels, notamment les automates programmables, les interfaces homme-machine, les systèmes d’acquisition et de contrôle des données, l’instrumentation et les appareils de terrain connexes.
  • Un certificat de technologue professionnel ou un titre équivalent est considéré comme un atout important.
  • Capacité à lire et à interpréter des diagrammes, des plans de circuits et les spécifications du code de l’électricité.
  • Être capable de communiquer, à l’oral et à l’écrit, dans au moins deux des langues suivantes : inuktitut, anglais ou français.
  • Maîtriser la suite Microsoft Office et les applications du Système informatisé de gestion de l’entretien (SIGE).
  • Être disposé(e) à voyager dans les villages nordiques et à rester dans des hôtels aux installations communes.
  • Être à l’aise pour travailler dans différentes conditions météorologiques dans les régions froides.
  • Faire preuve de souplesse et de débrouillardise et apprécier le travail en équipe, avoir une sensibilité interculturelle.
  • Posséder un permis de conduire valide de classe 5 du Québec ou l’équivalent canadien.
