Job description

The Senior Procurement Specialist will be expected to support internal stakeholders with the procurement of materials and services. Using sourcing strategies to manage spend and deliver value to the business. This includes, but is not limited to, analyzing market conditions, supplier qualification, providing contracting strategies, and performing RFx events. A Senior Procurement Specialist will be required to negotiate and execute materials and services contracts, manage risk within the contract portfolio, and monitor supplier performance. They will also manage KPIs, conduct cost analysis, and develop or refine supply chain processes. Additionally, they will oversee subcontractor mobilization to site, including safety/security requirements, orientation, and kick-off meetings. All activities will involve engagement with internal stakeholders such as Engineering, Operations, Sustaining Capital Projects, Management, Senior Leadership, HSE, and Finance.

Qualifications
  • Education: Post-secondary education in a relevant discipline is preferred, or three years of relevant experience in lieu of formal education. Extensive end-to-end procurement knowledge should be demonstrated through significant on-the-job experience.
  • Experience: A minimum of 7 years of relevant experience in Shipbuilding, Aerospace/Defense, Heavy Manufacturing, or Construction industries. Ability to analyze and synthesize large amounts of information with high attention to detail. Proficiency with MS Office suite is required.

All successful applicants must meet the requirements for the Canadian Controlled Goods Program (CGP), Canadian Government Security Clearance, and U.S. International Traffic in Arms Regulations (ITAR).

Responsibilities

The Senior Procurement Specialist is responsible for full lifecycle procurement activities for a portfolio of high/critical complexity packages for the River Class Destroyer (RCD) program, including systems, equipment, and materials.

  • Develop sourcing strategies through research and analysis for the assigned portfolio.
  • Manage stakeholder engagement to provide accurate, timely advice supporting progress and schedule adherence.
  • Oversee full lifecycle supplier management, including pre-qualification, engagement, negotiation, and performance management to ensure on-time delivery and schedule adherence.
  • Manage RFI and RFP processes, ensuring sourcing events meet cost and schedule expectations.
  • Handle contract management activities, including preparation, negotiations, and post-award administration.
  • Manage purchase orders, including invoice review and attestation to ensure first-time match invoice processing.
