Job description

This employment opportunity is restricted to residents of Iqaluit only.

Reporting to the Assistant Deputy Minister, the Director, Technical Services (Director) is responsible for effective and efficient planning, execution and delivery of technical services policies and procedures. As a member of the Senior Management Team, the Director provides leadership and management of the activities of the Technical Services Division. (TDS) The incumbent is responsible for making sound decisions on technical matters arising from divergent professional opinions between agencies, staff, consultants and contractors. TSD is responsible for providing direction and leadership in regard to interpretation of technical standards and codes, acceptability of materials, construction methods, design standards, and energy management initiatives.

The Director provides leadership in regard to technical considerations for delivery of projects, process improvement and best practices to achieve high performance buildings. The incumbent may at times be requested to provide support in the resolution of project-related contract disputes. This position requires that the delivery of technical services by TSD is conducted in a political, social, and cross-cultural setting, in accordance with government acts, policies, and directives. The incumbent is expected to draw on his/her experience to arrive at decisions and recommendations that reflect the Government of Nunavut’s departmental specific priorities, policies, directions and mandates.

Qualifications

The knowledge, skills, and abilities required for this job are usually obtained through a recognized diploma in Architecture or Engineering, or related field, plus fifteen (15) years of experience as part of a technical project team involved in buildings or works design and project delivery of increasing complex infrastructure projects with exposure and participation in all aspects of designs, documentation, and delivery. Experience should include a minimum of five (5) years in the position of prime consultant or manager responsible for coordinating the input and delivery from multi-disciplinary teams. Two (2) years’ experience in the supervision of professional and technical staff is also required. This is a Position of Trust, and a satisfactory Criminal Record Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
