Job summary

The Architectural Institute of British Columbia (AIBC) in Vancouver seeks a Director, Registration and Licensing to lead registration oversight for architects, associates, firms, and temporary licensees. This permanent, full-time role reports to the CEO and Registrar and advances regulatory programs in the public interest.

The ideal candidate has a strong policy background, senior management experience, and excellent stakeholder communication. Hybrid work and a dog-friendly office are available.

Qualifications

• A recognized university degree in public policy, public administration and governance, business administration, administrative law, or a related field
• Master’s in Public Policy (MPP), Master of Business Administration (MBA), or Master of Arts (MA), an asset
• 7+ years of management experience, with at least 5 years at the mid-to-senior management level
• Extensive knowledge of the governance of self-regulating professions in Canada, including expectations for transparency, fairness and accountability
• Confident, experienced senior manager with a strong track record in developing, implementing, maintaining, and supervising a broad range of policies and programs
• Knowledge of relevant current and emerging regulatory and/or reciprocity issues and trends, an asset
• Exceptional and articulate written and verbal communication skills
• A collaborator, recognized for partnering with other departments to advocate for courses of action that advance the mission of the organization
• Ability to focus on results, deliver consistently, follow through on commitments, and manage priorities, and ability to coach and model to others to do the same

Responsibilities

• Direct the development and improvement of departmental policies, procedures and systems through research, interpretation and preparation of proposals, and project management
• Provide leadership and oversight for registration and licensing standard pathways to registration
• Liaise with regulatory counterparts in Canada and the USA, as well as internationally through ROAC, CACB
• Act as the Senior Staff Representative (SSR) for the statutory Credentials Committee including agenda-setting, preparing submissions and reports, crafting motions, providing advice on registration and licensing issues, and supporting their decision-making process
• Prepare registration and licensing related recommendations, compliance reporting, policy and strategic submissions and communication updates for the Board
• Serve as the primary internal and external resource regarding AIBC registration under the Mutual Recognition Agreement (MRA) programs
• Serve as the primary internal and external resource for enquiries regarding the BEFA and BEA programs
• Provide advice and subject matter expertise to management and the Board in ensuring that registration and licensing strategies, plans and supporting activities are consistent with the AIBC’s mandate and vision
• Monitor the progress of operational plans and protocols, coordinating actions to ensure timelines are met and facilitating adaptive measures to streamline workflow

The AIBC is seeking a Director, Registration and Licensing to join our dedicated and high-performing team. Reporting to the Chief Executive Officer & Registrar, this permanent, full-time position is an exciting opportunity for a regulatory professional who is passionate about advancing registration and licensing programs for architectural professionals in the province of British Columbia. The successful candidate will be responsible for the oversight of all registration and licensing activities, ensuring alignment with the Strategic Plan, Board Policy, and the AIBC’s mandate and vision. This role is well suited for a collaborative and highly organized professional who excels at balancing strategic priorities and is motivated by contributing to the regulation of the profession in the public interest.

About Us

The AIBC is a professional regulator with the mandate to regulate the profession of architecture in British Columbia in the interest of the public. The AIBC was established in 1920 by provincial statute, and since 2023, has governed the profession under the authority of the Professional Governance Act. The AIBC provides flexible working arrangements and has adopted a hybrid working environment where most staff split their time between the AIBC offices and working remotely. Our dog-friendly office is located in a heritage building in downtown Vancouver, and near a variety of excellent cultural, restaurant and commuter options.

About the Role

As a member of the management team, the Director, Registration and Licensing serves a key leadership role in guiding, upholding, and overseeing the standards of registration for architects, associates, architectural firms, and temporary licensees in British Columbia. The position ensures that operational protocols meet the regulatory requirements under the Professional Governance Act and other statutory obligations, adhere to Board policy, and comply with inter-jurisdictional registration and mobility agreements at the provincial, national, and international level.

The core responsibilities include:

• Direct the development and improvement of departmental policies, procedures and systems through research, interpretation and preparation of proposals, and project management
• Provide leadership and oversight for registration and licensing standard pathways to registration
• Liaise with regulatory counterparts in Canada and the USA, as well as internationally through the Regulatory Organizations of Architecture in Canada (ROAC), its committees, and the Canadian Architectural Certification Board (CACB)
• Act as the Senior Staff Representative (SSR) for the statutory Credentials Committee including agenda-setting, preparing submissions and reports, crafting motions, providing advice on registration and licensing issues, and supporting their decision-making process
• Prepare registration and licensing related recommendations, compliance reporting, policy and strategic submissions and communication updates for the Board
• Serve as the primary internal and external resource regarding AIBC registration under the Mutual Recognition Agreement (“MRA”) programs
• Serve as the primary internal and external resource for enquiries regarding the alternative qualifications programs (such as the Broadly Experience Foreign Trained Architect (BEFA) program, and Broadly Experience Architect (BEA) program)

• Monitor the progress of operational plans and protocols, coordinating actions to ensure timelines are met and facilitating adaptive measures to streamline workflow

About You

We are seeking an experienced professional who brings a forward-thinking leadership orientation, with a long-term perspective focused on sustainability, continuous improvement, and experience providing high-quality policy and program advice.

Specifically, we are looking for a professional with:

• A recognized university degree in public policy, public administration and governance, business administration, administrative law, or a related field
