The Director, Planning, Development and Infrastructure leads, directs and oversees all aspects of Kelowna International Airport’s ("YLW") capital improvement program ensuring that airport infrastructure, facilities and systems comply with regulatory requirements and meet the current and future requirements of airport passengers, airlines, systems and services. The incumbent is accountable for the oversight of a multimillion-dollar annual capital and operations budget, and the successful implementation of numerous infrastructure and facilities projects each year. The incumbent works in close collaboration with the Chief Executive Officer (CEO), members of the senior leadership team and a wide network of internal and external contacts and partners. The incumbent leads a multidisciplinary team of employees.

Responsibilities
  1. Provides advice and recommendations to the CEO regarding all aspects of the planning, procurement and implementation of YLW’s capital, infrastructure, and facilities program.
  2. Leads infrastructure planning. Accountable for asset inventories and management (e.g. runways, buildings, roads, utilities, underground systems, etc.) and infrastructure components (e.g. location, characteristics, installation date, expected life span, current condition, and maintenance and replacement schedule pertaining to each element).
  3. Leads, directs and provides executive oversight to YLW’s infrastructure and facilities development programs, including:
    • Infrastructure and facilities processes, proposals, contracts and projects;
    • Business cases, presentations and recommendations to CEO, Council and Airport Advisory and Consultative Committees;
  4. Develops and oversees the 10‑year capital program in alignment with the Airport Master plan.
  5. Leads, directs and provides executive oversight to YLW’s multimillion‑dollar annual capital improvement budget ensuring compliance with CEO and Council approvals, corporate policies, procedures and standards, and the responsible deployment of financial resources.
  6. Provides input on long‑term local and regional planning initiatives including the Official Community Plan and transportation.
  7. Manages relationships with key internal and external stakeholders (e.g. clients, service providers, partners, industry contacts, local governments, Indigenous organizations and others) to collaborate on issues of mutual interest, apply influence, negotiate agreements, resolve issues and advance YLW priorities.
  8. Contributes to the enhancement of the positive corporate culture, and the reputation of YLW within the community, region, sector, and industry.
  9. Oversees a multidisciplinary team of contractors and consultants to ensure strategic goals and objectives are met.
  10. Leads, directs, supervises and mentors a multidisciplinary team of employees. Manages performance, employee development, and makes hiring, discipline and dismissal recommendations, and allocates resources.
  11. Participates in committees such as the Canadian Airport Council Planning, Development and Infrastructure Committee.
  12. Prepares and/or contributes to reports, statistics, presentations, communication materials, training programs and other media.
  13. Maintains expertise in airport infrastructure and facilities management trends, best practices, operations and systems.
  14. Performs other duties as required.
Qualifications
Knowledge - Non Union
  • Undergraduate Degree in engineering, business administration or commerce, operations management or related discipline, and 10 years of recent related experience*; OR
  • Recognized professional certification (e.g. facility manager, project manager, superintendent or owner’s construction manager) and 10 years of recent related experience*; OR
  • A minimum of 15 years of recent related experience* in a similar role. *Recent related experience must include:
  • Minimum of five (5) years of leadership experience managing diverse teams in a complex, safety‑sensitive operational environment.
  • Experience leading the development and implementation of a capital and/or facilities improvement program for a facility of similar size and complexity.
  • Experience managing capital and operations budgets, leading procurement initiatives, negotiating contracts and overseeing contracted service delivery.
  • Preference may be given to candidates with:
  • Ten (10) years of experience leading the capital development program at an airport in Canada.
  • A postgraduate degree (e.g. MBA) is an asset.
  • Industry standards, best practices and security, risk management and regulatory requirements related to all aspects of an airport capital and facilities program management and performance standards.
  • Canadian Aviation Security legislation, regulations and standards as they apply to airport infrastructure.
  • Issues, trends and challenges related to airport infrastructure planning, development and implementation.
  • All aspects of the oversight of construction management projects.
  • Financial management, procurement and contract management.
  • Human resource management.
  • Familiarity with Airport and City of Kelowna values and ability to support an ethical, supportive, and respectful workplace culture that champions equity, diversity, and inclusion.

Additional Hiring Information

The annual salary for this position ranges from $150,000 to $175,000, depending on qualifications and experience. The salary range is currently under review. Opportunities for salary growth are based on performance and tenure. We offer progressive employment practices and a great work environment.
