Job summary

Yuuuluʔiłʔatḥ Government seeks aSenior Manager/Director of Lands and Resources in Hitacu, BC to lead planning, funding, negotiations, development, delivery, and financial administration of Lands and Resources programs.

The role reports to the CAO and supervises multiple managers. Requires a Bachelor’s in NR Management (Master’s preferred) with 8–10 years’ experience, including 2–3 in management, and experience with First Nations partnerships.

Qualifications

  • Bachelor's Degree in Natural Resources Management, Environmental Science, or related field (Master's Degree preferred).
  • 8–10 years of directly related experience with 2–3 years at a management level.
  • Experience developing and managing natural resource and environmental programs.
  • Experience developing program policies.
  • Experience researching, developing and managing funding proposals.
  • Preferred: Experience working with First Nations.
  • Preferred: Planning, developing and implementing culturally appropriate land and resource management programs.

Responsibilities

  • Leads development, funding, implementation, and evaluation of Lands and Resources programs, ensuring alignment with Yuuuluʔiłʔatḥ Government's Vision, Mission, and Values.
  • Recommends and administers program and policy frameworks.
  • Establishes program goals, objectives, and performance indicators.
  • Ensures programs are responsive to the needs of Yuuuluʔiłʔatḥ citizens.
  • Promotes community engagement in the design, evaluation, and continuous improvement of services.
  • Works in partnership with the Manager of Human Resources on staffing matters, onboarding, and performance management.
  • Leads departmental work planning and monitors progress against objectives.
  • Oversees performance management processes, including coaching, reviews, and corrective action.
  • In collaboration with the CFO, manages departmental finances and prepares the annual budget.
  • Oversees the preparation of funding proposals and financial reports.
  • Administers funding agreements and monitors financial performance.
  • Oversees all program reporting and maintains records and administrative systems.
  • Participates in strategic planning and interdepartmental collaboration; briefs CAO and executives.

Supervises: Manager, Community Planning; Manager, Lands & Resources; Manager, Regulatory Affairs; Stewardship Program Manager; Administrative and Operations Coordinator

Location: Hitacu, BC

Employment Type: Full-Time, Permanent

Salary Band: Band 8 ($98,076 – $147,115)

POSITION PURPOSE

The Director of Lands and Resources is responsible for providing the overall leadership, direction and support for the planning, funding, negotiations, development, delivery, financial management and administration of Yuuuluʔiłʔatḥ Government Lands and Resources programs.

ACCOUNTABILITY
Program Management
  • Leads the development, funding, implementation, and evaluation of Lands and Resources programs, ensuring alignment with Yuuuluʔiłʔatḥ Government's Vision, Mission, and Values
  • Recommends and administers program and policy frameworks
  • Establishes program goals, objectives, and performance indicators
  • Ensures programs are responsive to the needs of Yuuuluʔiłʔatḥ citizens
  • Promotes community engagement in the design, evaluation, and continuous improvement of services
Department Management
  • Works in partnership with the Manager of Human Resources on all staffing matters, including recruitment, onboarding, employee relations, training and development, performance management, and succession planning
  • Leads departmental work planning and monitors progress against objectives
  • Oversees performance management processes, including coaching, performance reviews, and corrective action
Financial Management
  • In collaboration with the CFO, manages departmental finances and prepares the annual budget
  • Oversees the preparation of funding proposals and financial reports
  • Administers funding agreements and monitors financial performance
Administration & Reporting
  • Oversees all program reporting to ensure timely submission of required documents
  • Ensures accurate and up-to-date records and administrative systems
  • Administers departmental policies, procedures, and operating protocols
Senior Management Team
  • Participates in Yuuuluʔiłʔatḥ Government strategic planning
  • Promotes interdepartmental cooperation and staff engagement
  • Provides updates and briefings to the CAO and, as directed, to the Executive, Legislature, and the hitacu Assembly
EDUCATION & EXPERIENCE
Required:
  • Bachelor's Degree in Natural Resources Management, Environmental Science, or related field (Master's Degree preferred)
  • 8–10 years of directly related experience with 2–3 years at a management level
  • Experience developing and managing natural resource and environmental programs
  • Experience developing program policies
  • Experience researching, developing and managing funding proposals
Preferred:
  • Experience working with First Nations
