About Us

The Ministry of SaskBuilds and Procurement (SBP) provides central coordination and delivery of property management, information technology, procurement, project management, transportation, and other services to government ministries and agencies. The ministry integrates, co‑ordinates and prioritises infrastructure planning and delivery for the Province of Saskatchewan, and advances projects through contract oversight, innovative approaches, and alternative financing models as appropriate.

The newly created Major Projects Branch in the Infrastructure Design and Delivery Division of SBP is recruiting for an exciting opportunity. The branch delivers some of the largest Government of Saskatchewan infrastructure projects including: Prince Albert Victoria Hospital (PAVH), Regina Specialist Long‑Term Care (RSLTC), and the Saskatchewan Polytechnic Joseph A. Remai Saskatoon campus.

The Opportunity

The Ministry is seeking a Director, Major Projects, to lead both the PAVH and RSLTC project teams. This role serves as the central liaison between SBP and its partner organisations, offering a unique opportunity to join a diverse team of professionals with backgrounds in skilled trades, engineering, design, law, and project management. Reporting to the Executive Director of Major Projects, the Director will provide strategic leadership, manage personnel, and offer technical expertise. As the lead for both projects, the successful candidate will oversee delivery, reporting, and coordination with governance committees and external partners. Responsibilities include managing internal teams and external service providers, while preparing briefings and materials for senior leadership, including the Executive Director, Assistant Deputy Minister, Deputy Minister, and elected officials. This dynamic role requires a motivated, innovative, and adaptable professional committed to achieving impactful results in a fast‑paced environment.

As a Director within Major Projects, you will:
  • Lead, manage, coordinate, and support teams to deliver complex infrastructure projects from inception through to project close‑out.
  • Foster and maintain positive working relationships to coordinate effective delivery of project parameters, user requirements, and programmatic outcomes.
  • Ensure teams communicate clearly by distilling technical information into concise, understandable, and polished briefings or presentations for a wide variety of audiences.
  • Advance, deliver, and complete tasks using project management tools, processes, or plans to communicate and maintain schedule targets towards milestone objectives.
  • Use best‑value practices to procure and manage professional services, including consultants or advisors, to achieve project deliverables.
  • Maintain alignment on scope, budget, schedule, and quality to promote efficient outcomes and hold teams accountable for their deliverables.
  • Mentor, coach, and promote respect, integrity, service excellence, innovation, and a one‑team approach from internal and external resources.Build a collaborative environment for stakeholders, partners, agencies, and communities of people to have their feedback preserved and needs understood.
  • Organise and prioritise work and balance multiple activities concurrently.
To be successful in the role, you will have:
  • Extensive knowledge and on‑the‑job experience with planning, design, project management, procurement, construction, and/or contract administration.
  • Demonstrated knowledge of alternative project delivery such as Construction Manager at Risk, Design‑Build, Integrated Project Delivery, Progressive or other procurement models.
  • Experience leading, coaching, and mentoring a team to achieve goals and objectives.
  • Demonstrated ability to interpret and apply policies, collective bargaining agreements, legislation, and other contractual agreements.
  • Excellent interpersonal and communication skills with the proven ability to collaborate, influence, and build relationships with a wide variety of stakeholders.
  • Demonstrated ability to model integrity and inclusiveness by being open, acting with empathy, sharing knowledge and being respectful of all skills and viewpoints.
  • Superior organisational skills and the ability to adapt to competing and changing priorities.
  • A firm understanding of, or actual experience working with Government (Municipal, Provincial or Federal).
The knowledge or experience required to be successful in this position is typically obtained through a combination of:
  • A degree or technical diploma in planning, architecture, design, engineering, construction, or related disciplines.
  • A minimum threshold of 5 years’ professional work experience.
  • Membership in good standing with a Saskatchewan Regulatory Body. Examples include: Technology Professionals Saskatchewan, Saskatchewan Apprenticeship and Trade Certification Commission, Saskatchewan Association of Architects, or other self‑regulated professions.

An equivalent combination of education and work experience is desirable and will be considered an asset.
