The Office of the Deputy City Manager, Community and Emergency Services, ensures delivery of essential programs that support residents’ health, safety, and well‐being; these services are critical to building strong, inclusive communities and ensuring equitable access to resources for Toronto’s residents.

While positioned as part of the Office of the Deputy City Manager, Community and Emergency Services, the Director, Financial Management- Finance & Administration provides strategic financial leadership and oversight for both the Community and Emergency Services service area and Community Development and Social Services. Together, these service areas represent 60% of total staffing and budget for the City. The Director ensures strong financial stewardship, compliance, and alignment with corporate financial directions while driving innovation and efficiency in financial practices for both Deputy City Managers’ service areas. Having this role support both areas will help ensure better integration across teams and better alignment across the City’s key community, emergency and social services divisions.

In this role, you will lead the delivery of comprehensive financial services, including operating and capital budget development, coordination and submissions, expenditure control, financial reporting, subsidy and revenue management, receivable and cash management, payroll, purchasing, and contract management. You will ensure compliance with corporate financial policies, internal controls, and legislative requirements, while providing expert advice on complex financial issues. Your responsibilities include preparing and submitting budgets, monitoring performance against financial targets, managing audits and variance reporting, and liaising with auditors and funding partners to ensure accountability and transparency.

As a senior leader, your role extends beyond financial operations to shaping the strategic direction of financial management across the City. You will translate complex financial data into actionable insights that inform policy and program decisions, balancing fiscal responsibility with the need to deliver high‑quality services to Toronto’s residents. You bring a forward‑thinking approach, anticipating emerging challenges and positioning the City for long‑term success.

As a visionary leader, you will influence financial strategies across divisions and advance the City’s financial priorities. You will work closely with senior leadership, divisional finance teams, and corporate partners to align financial administration with organizational goals. As a trusted advisor, you will provide strategic insights, foster collaboration, and lead change initiatives that improve efficiency and effectiveness. You will also oversee the continued transformation of the Deputy City Managers’ service areas and the finance and administration support function, which started with a restructuring earlier in 2025. Building strong relationships with internal and external stakeholders, you can effectively deliver results in a complex, multi‑stakeholder environment.

Key Qualifications
  • Post‑secondary degree in Accounting, Finance, Business Administration, or a related discipline; CPA designation is an asset.
  • Extensive experience leading financial management within a large, complex organization, including oversight of significant budgets.
  • Extensive experience in financial planning, budgeting, reporting, and compliance.
  • Considerable experience leading and motivating high‑performing teams, with a strong commitment to fostering a psychologically safe, inclusive, and healthy workplace culture.
  • Strong strategic thinking and problem‑solving skills, with a track record of driving innovation and managing change.
  • Proven ability to provide strategic guidance and insight to elected officials and senior leaders, navigating complex political and social landscapes with sound judgment and integrity.
  • Exceptional communication and relationship‑building skills to influence and collaborate across divisions and with external partners.
