Corporate Profile


Canada Enterprise Emergency Funding Corp. (CEEFC) is a subsidiary of Canada Development Investment Corp. (CDEV) established in 2020 and whose mandate is to administer the Large Employer Emergency Financing Facility (LEEFF) and the Large Employer Tariff Loan (LETL) facility since March 2025.


CEEFC was originally tasked with launching and administering the LEEFF program in response to the economic impact of the COVID-19 pandemic. LEEFF made emergency loans available to Canada’s large employers that were unable to access traditional sources of capital at the time to keep them solvent and to support retention of tens of thousands of Canadian workers. LEEFF stopped taking new applications in 2022.


In March 2025 CEEFC was mandated to establish and administer the LETL facility to support large Canadian enterprises affected by actual and potential new tariffs and countermeasures and which face challenges accessing traditional sources of market financing.


CEEFC’s loan programs protect Canadian jobs and the Canadian economy by helping Canadian businesses remain solvent in times of significant economic shock. Loans provided under these programs are intended for otherwise viable large organizations that are unable to quickly access traditional sources of capital to manage and bridge liquidity needs through a period of significant economic uncertainty.

Overview

CEEFC is hiring a Director - Execution to join its nimble team of highly experienced professionals. The Director will work very closely with the CFO on the execution of LETL facility applications. This role is specifically targeting potential team members with a greater degree of credit experience. The selected candidate will ideally be based in either Toronto or Ottawa where CDEV offices currently have a hybrid work option. However highly skilled and suitably experienced candidates based elsewhere in Canada may be considered as well.


Responsibilities


  • Support the CEEFC project execution team in the assessment and management of LETL transactions including working closely alongside and overseeing key advisors such as financial and legal advisors; often operating in a day-to-day project leadership capacity; ensure the relevant CEEFC / CDEV project sponsor and CEEFCs CEO are appropriately updated and consulted.

  • Support the roll out and execution of the LETL facility including coordinating the financial analysis and due diligence processes for LETL applications.

  • Oversee and if needed conduct research and financial analysis related to CEEFCs ongoing transactions and projects and key sector trends.

  • Oversee and if needed conduct industry research and analysis to support the development of financial models related to ongoing transactions and projects.

  • Lead the preparation and review of reports and presentations to internal and external parties.

  • Work closely with Associate and Analyst as a coach and mentor and supporting their development as part of your overall people manager responsibilities.

  • Represent CEEFC in external meetings with advisors clients and Government of Canada staff and others.

  • Build and maintain a professional network supportive of CEEFCs mandate.

  • Lead project management including appropriate completion of risk and compliance tasks and ensuring internal files are organized and current.


Key Skills and Attributes


  • Bachelors degree (ideally in a relevant field) with significant (minimum 8 years) relevant finance experience which could include transactions and deals; debt financing including project finance; major capital projects; valuations and investment appraisal etc.

  • Thorough understanding of credit analysis risk assessment and management debt capital markets commercial or corporate lending including distressed debt or restructuring as well as portfolio management with at least 3-5 years of relevant experience.

  • Understanding of M&A including privatization processes is an asset.

  • Understanding of the federal government and Crown corporation environment is an asset.

  • CPA CFA or MBA is an asset.

  • Significant experience building and reviewing complex integrated financial models.

  • Strong proficiency in MS PowerPoint Excel (including Power Query Power Pivot Power BI VBA etc.) Word and Bloomberg / FactSet; other digital enablement and coding related skills are also an asset.

  • Ability to create professional reports and presentations for senior management and the Board of Directors with limited oversight.

  • Ability to engage effectively with CEEFC / CDEV stakeholders at all levels including Board borrowers and senior Government of Canada staff.

  • Ability to mentor and develop talent build capability and empower others to achieve their potential

  • A team player who is flexible can pivot effectively between the detail and big picture and enjoys the variability of working in a diverse range of industries.

  • Proficiency in both official languages is an asset.
