Job Summary

Reporting to the Manager of Development Engineering, the Development Transportation Coordinator supports internal and external studies related to corridor reviews, environmental assessments and transportation impact assessments. The position is responsible for reviewing and providing commentary on development applications (e.g. official plan amendments, plans of subdivision, zoning by‑law amendments, and site plans) with respect to traffic impacts, circulation, safety, parking, access management, transportation demand management, active transportation, and complete streets initiatives.

Education
  • A post‑secondary diploma or degree in Environmental or Civil Engineering or related field (e.g. Planning, Environmental Management, Environmental Science).
  • An equivalent combination of education, experience and qualifications may be considered.
Knowledge
  • 3‑5 years of transportation planning experience.
  • Several years of experience with computerized traffic analysis models and transportation/ planning studies is preferred.
  • Working knowledge of Ontario Provincial Standards (OPS), MTO Geometric Design Standards, MTO Roadside Safety Manual, TAC Geometric Design Guidelines, Ontario Traffic Manual (Book 7 – Temporary Conditions) and applicable legislation and regulations (Occupational Health & Safety Act, Highway Traffic Act, Municipal Act, etc.), and relevant contract law.
  • Knowledge of project development, scheduling, monitoring, and control systems.
  • Certified or eligible for certification with the Ontario Association of Certified Engineering Technician and Technologists (OACETT) as a Certified Engineering Technician (C.E.T.) or equivalent related designation.
Responsibilities

Leads and coordinates the engineering review of development applications. (70% of time)

  • Chairs and leads the weekly internal transportation development meetings.
  • Liaises with internal staff on development applications and prepares final comments.
  • Reviews transportation/traffic reports, design concepts, and preliminary designs to ensure compliance with Regional and industry requirements.
  • Provides detailed transportation planning comments on Transportation Impact Assessment (TIA) studies.
  • Coordinates Complete Streets and Active Transportation components in development reviews.
  • Assists with providing detailed information to Municipal requests regarding transportation models and forecasts as needed.
  • Supports Niagara Region Transit considerations in development applications.
  • Attends meetings with local municipalities and developers to present traffic/transportation comments.
  • Contributes to Travel Demand Management (TDM) initiatives as required.

Supports internal and external studies related to corridor reviews, environmental assessment studies and traffic impact assessments. (15% of time)

  • Uses Regional annual traffic data to assist with the development and other traffic studies, as directed by the Manager.
  • Provides support in the review of transportation/ traffic studies, official plan and secondary plans, as directed.
  • Participates in environmental assessments, Transportation Master Plans, Complete Street initiatives, secondary plans and other transportation‑related studies or projects.

Provides technical expertise and defends analysis. (5% of time).

  • Presents and defends transportation modeling data, assumptions, methodologies, and results at meetings with municipal officials, senior staff, committees, external agencies, and the public.
  • Responds to requests for information from public agencies, developers, consultants and internal staff on growth, traffic and transportation modeling related matters.

Maintains current technical knowledge. (5% of time)

  • Researches and monitors emerging practices, standards, and technologies in transportation planning to ensure the Region’s practices remain current.

Supervises consultants and manages assignments. (5% of time)

  • Provide direction to third‑party consultants, assigning tasks, determining methods, and resolving issues to ensure project deliverables are achieved.
  • Oversee peer review processes and ensure assignments are completed on schedule and within budget.
