Job summary

The City of Coquitlam is seeking a Development Technologist 1 in the Planning & Development department to review engineering servicing for development applications and ensure compliance with municipal standards. The role involves collaboration with developers, consultants and City staff, and requires strong technical knowledge and problem-solving abilities.

Two regular full-time positions are available with hybrid work options in Coquitlam.

Qualifications

• Post‑secondary diploma or degree in Civil Engineering, Structural Engineering, or related discipline with experience.
• Valid BC driver’s license with satisfactory driving record is required.
• Applicants may be subject to police security clearance with no adverse reports.

Responsibilities

• Compile, review and complete engineering servicing requirements for development tasks to ensure by‑law compliance.
• Provide specialized technical advice; interpret City policies and regulations to developers, consultants and staff.
• Analyze water, storm and sanitary sewer systems to determine capacities and servicing options.
• Review correspondence and reports; draft agreements with findings and recommendations.
• Undertake related duties as required.

About You / What We Are Looking For

We are recruiting for two regular full‑time Development Technologist 1 to join our Planning & Development department. Working alongside a team of professionals on the Development Services team, the successful incumbent will be responsible for reviewing and processing the engineering servicing and related legal and financial aspects of development and building permit applications to ensure compliance with municipal engineering standards and requirements. This position will work closely with developers/consultants and other City staff in the processing of these applications and other project tasks, as appropriate.

Specifically, the incumbent will be responsible for the following:

• Compiling, reviewing and completing engineering servicing requirements for subdivision, development permit, rezoning, OCP amendment and other related project tasks to ensure compliance with applicable by laws and requirements of the City pertinent to land development activities;
• Exercising and providing specialized and technical advice and direction; interpreting and explaining City policies, procedures, regulations, by laws and other requirements to developers/consultants, other City staff and the general public;
• Working with the Engineering Department staff to analyze existing water, storm and sanitary sewer systems to determine capacities and evaluate alternative servicing options and impact on existing Municipal services;
• Reviewing correspondence and reports, and drafting agreements specifying facts, findings, conclusions and/or recommendations, where appropriate; and
• Undertaking related duties as required.

Minimum Qualifications

Our ideal candidate will possess a post‑secondary diploma or degree in Civil Engineering, Structural Engineering, or a directly related discipline plus sound related experience, preferably in a municipal environment, or an equivalent combination of training and experience. A valid driver’s license for the province of BC is required (with satisfactory driving record). Applicants under consideration will be required to undergo a police security clearance evaluation with no adverse reports.

Preferred Qualifications

Certification or eligibility for certification as an Applied Science Technologist within the Province of British Columbia or an equivalent combination of training and experience is desirable.
