Job summary

The Town of Cochrane is seeking a Development Technician to support the Planning section. You will handle planning and development applications, issue compliance certificates, and help with day-to-day planning files while delivering excellent customer service.

Education in land use, civil, or building planning is required; 3–5 years municipal planning experience is preferred. Proficiency in Microsoft Office and GIS is valued; be organized and able to work both independently and in a team.

Qualifications

• Strong organizational and time management skills, with the ability to manage multiple tasks and deadlines.
• Strong writing skills and computer-related technical skills applicable to the role.
• Ability to work independently and as a collaborative team member.
• Strong working knowledge of Microsoft Office Suite (including Excel and PowerPoint).

Responsibilities

• Act as the first point of contact for planning inquiries and applications related to planning and development matters under the MGA, regulations, and related plans.
• Receive, process, and issue compliance certificates by reviewing legal surveys to ensure developments meet the Land Use Bylaw.
• Provide accurate information and guidance to internal departments, contractors, landowners, and the public on Planning requirements and processes.
• Receive, document, review, and determine completeness of subdivision and development permit applications in accordance with Town standards.
• Receive, document, and process minor development permit applications (signs, accessory buildings, etc.).
• Conduct Land Titles research and other supporting activities to assist the development process.
• Prepare agendas, meeting minutes, and reports for meetings as required.
• Provide back-up coverage and advice related to building permits for the Safety Codes Technician.
• Provide administrative and technical support to Planners on day-to-day files and statutory planning documents.

Who are we looking for?

We are looking to add a Development Technician to our Planning team. This role is ideal for an organized, service-oriented professional who enjoys balancing technical detail with customer support, and who takes pride in ensuring applications and documentation are accurate, complete, and processed efficiently.

Reporting to the Manager, Planning, the Development Technician provides clerical and technical support to the administration of the Planning section. This includes receiving, documenting, and confirming completeness of subdivision and development applications, issuing planning compliance certificates and minor development permits in accordance with the Land Use Bylaw and related statutory regulations, supporting Planners with day-to-day files, and providing strong customer service to both internal and external stakeholders.

What are some of the duties of the Development Technician?

• Act as the first point of contact for public inquiries and applications related to planning and development matters under the Municipal Government Act, Subdivision and Development Regulations, Municipal Development Plan, Land Use Bylaw, Inter-Municipal Development Plans, and other statutory and non-statutory plans.
• Receive, process, and issue compliance certificates by reviewing legal surveys to ensure developments meet the Land Use Bylaw.
• Provide accurate information and guidance to internal departments, contractors, landowners, and the public on Planning requirements and processes.
• Receive, document, review, and determine completeness of subdivision and development permit applications in accordance with Town application standards.
• Receive, document, and process minor development permit applications (including signs, accessory buildings, accessory suites, home-based businesses, and minor variance applications tied to compliance matters).
• Conduct Land Titles research and other supporting activities to assist the subdivision, compliance, and development application process.
• Prepare agendas, meeting minutes, and reports for meetings as required.
• Provide back-up coverage and advice related to building permits for the Safety Codes Technician.
• Provide administrative and technical support to Planners on day-to-day files and support the development of statutory and non-statutory planning documents as required.

Education and Experience

Required:

• Education in land use, civil, or building planning (or a related area).

Preferred:

• 3–5 years of experience in a municipal planning environment.
