Job summary

City of Barrie is seeking a Financial Analyst - Development to manage development charges and related revenues, ensuring compliance with provincial legislation. The role supports long‑term financial planning and reserve management under the Finance Department.

The position requires a four‑year degree in a related field, CPA/CFA eligibility, and at least four years of relevant experience, including municipal accounting and long‑term planning.

Qualifications

  • Four-year university degree in Commerce, Business Administration, Finance, Economics, or related discipline.
  • Eligibility for and working towards CPA or CFA designation.
  • Four years of experience performing duties related to the above responsibilities.
  • Experience interpreting and applying the Development Charges Act.
  • Experience in municipal accounting and financial analysis.
  • Experience in long‑term financial planning.

Responsibilities

  • Oversee compliance, accuracy and analysis of development charges and related revenues.
  • Provide interpretation and guidance on development agreements and legislative impacts.
  • Support long‑term fiscal health through reserve management and debt coordination.
  • Model data, forecast revenues, and perform variance analysis against long‑term plans.
  • Deliver ad hoc reporting and drive process improvements.
