Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. IO delivers some of the most complex, ambitious commercial and land development solutions for the Province and continues to evolve and expand its capabilities to maximize its public impact and deliver on its vision of creating a connected, modern and competitive Ontario.

Development is responsible for executing strategic land development opportunities that include the delivery of Transit-Oriented Communities (TOC), the use of surplus lands for social purpose outcomes (e.g., attainable housing, health care and long-term care), and the planning and delivery of landmark projects like the redevelopment of Ontario Place.

Position Purpose:

The Development Director plays a prominent role in realizing the province’s outcomes from key partnerships that have been established between the province and development partners. These outcome include the delivery of housing and the infrastructure to enable it as well as agreements with Metrolinx, Municipalities and other parties to support these outcomes. The Director will establish and manage the tracking and delivery of provincial obligations within development agreements, ensuring commitments are upheld and outcomes are achieved.

What You Will Do:

• Oversee provincial obligations within development agreements and coordinate internal teams and consultants to fulfill commitments.
• Operationalize agreement obligations, including commercial terms, cost‑sharing frameworks, construction and demolition requirements, and municipal approval pathways such as MOUs, subdivision agreements, and site plan processes.
• Strengthen program processes and reporting, enhancing workflow efficiency, governance structures, data integrity, and overall effectiveness including establishing and operationalizing the consistent tracking of provincial obligations found within our agreements.
• Coordinate and prepare program‑level briefings and approvals, ensuring materials are accurate, aligned, and delivered on schedule.
• Develop and maintain strong relationships with provincial ministries, Metrolinx, municipal partners, and development partners.
• Foster a culture of continuous improvement, ensuring program consistency, audit‑readiness, and operational excellence.
• Represent IO in communications with government leaders, municipal representatives, and development partners, guiding collaborative resolutions and supporting program direction.

What We Are Looking For:

• Relevant professional learnings that build competencies in urban planning, architecture, engineering, business, economics or management.
• Practical experience in realizing complex urban real estate projects such as implementing real estate, construction, or commercial agreements, as well as supporting development or municipal infrastructure projects.
• Applied knowledge of development processes, municipal planning, governance structures, legal frameworks, and program reporting systems.
• Strong communication and analytical capabilities, with the ability to examine information, prepare clear recommendations, and navigate confidential, complex, and delicate program issues.
• Skill in coordinating with key partners across government bodies, development teams, and municipal groups, building credible and reliable working relationships.
• Capability to create and refine processes and reporting systems, including using software or digital system to manage large set of information and tasks to streamline process.
• Comfort working without others when required, while also collaborating effectively with diverse internal and external teams.
