Job summary

Peel Regional Police is seeking a Developer – PeopleSoft Time & Labour to join the Business Systems team. You will provide technical leadership, analyze complex HRMS requirements, integrate PeopleSoft with other systems, and ensure reliable Timekeeping operations through advanced PeopleCode, SQL and reporting skills.

The role requires a university degree in Computer Science or equivalent, five years of PeopleSoft/Oracle development experience, and hands-on expertise with PeopleTools, XML

Responsibilities

• Provide in-depth senior level technical knowledge to resolve complex problems in the PeopleSoft technical environment.
• Provide critical support for the HRMS Time & Labour and Timekeeping.
• Perform complex design and programming tasks and lead integration and development projects.
• Identify and troubleshoot bugs, defects, configuration issues and provide solutions.
• Partner with clients, system analysts, database administrators and other HR and IT teams to support fit/gap analysis and develop technical solutions.
• Work with Finance and HR teams on complex technical solutions and/or escalated matters.
• Work with functional analysts in design, development, testing, documentation, and maintenance of PeopleSoft customizations.
• Manage existing PeopleCode customizations, develop additional PeopleCode, and unit-test PeopleSoft customizations; prepare production migration documents.
• Maintain existing reports and develop new reports and interfaces using SQL, PeopleSoft App Engine and XML.
• Support Excel to CI mass upload scripts and create ad-hoc scripts to correct production data issues.
• Participate as an effective team member for service delivery and problem resolution; provide knowledge and recommendations on PeopleSoft technical issues.
• Work with teams to confirm detailed architecture for complex solutions, including external and internal design based on established architectural standards.
• Provide input, develop and execute test, conversion, implementation, contingency and integration plans.
• Deliver effective and efficient HRMS solutions; identify opportunities to improve efficiency and effectiveness; implement high-quality system components into the production environment.
• Prepare detailed technical design documentation, test scripts and procedures, including backup and recovery.
• Perform additional duties as assigned.

Job description

Developer – PeopleSoft Time & Labour within our Business Systems department, you will provide technical expertise to understand complex functional PeopleSoft HRMS requirements, recommend technical solutions, and promptly resolve application issues. You will analyze, plan, and implement new projects and technical upgrades, facilitate integration between the PeopleSoft system and other internal and external systems, and provide critical support for Timekeeping to ensure system reliability, functionality, and continuous operational effectiveness.

What will your typical day look like?

• Provide in‑depth senior level technical knowledge (workaround, root cause analysis, and permanent resolution) to resolve complex problems in the PeopleSoft technical environment.
• Provide critical support for the Human Resources Management System (HRMS) Time & Labour and Timekeeping.

You are someone with:

• A university degree in Computer Science or equivalent, or an equivalent combination of education and experience.
• Successful completion of the following Oracle certified training courses is required: PeopleTools 1; PeopleTools 2; PeopleCode; Integration Tools; Application Engine; XML Publisher.
• A minimum of five (5) years application development experience in a PeopleSoft/Oracle environment.
• Expert knowledge and proficiency with Oracle/PeopleSoft 9.2, PeopleTools, PeopleCode, Component Interface, Integration Tools, Application Engine, Java, XML, XML Publisher, SQL and SQR.
• Experience with a software development and design tool (e.g., Sparx) and a software testing tool (e.g., Test Partner).
• Experience with the PeopleSoft Payroll, Time and Labour and Financial modules.
• Experience with process scheduler and other enterprise schedulers.
• Strong hands‑on experience in developing, debugging, supporting and performance tuning of PeopleSoft application engines.
• Demonstrated knowledge of object‑oriented design (OOD), object‑oriented programming (OOP), unified modeling language (UML), model‑driven architecture (MDA) and service‑oriented architecture (SOA).
• Demonstrated knowledge of best practices in Information Technology service delivery such as SDLC, PMBOK, COBIT and ITIL.
• Demonstrated analytical, research and problem‑solving skills.
• Demonstrated planning and organization skills.
• Experience working with cloud‑based applications is an asset.

What we offer

The hourly range for this temporary, full‑time position is $40.76 - $68.68. Please note that this vacancy is the result of temporary funding.

Peel Regional Police offers a highly competitive compensation package; applicants will be considered for the top end of the range ($56.31 - $68.68) based on experience.
