Overview

The Kings County Administration Office is seeking an experienced and dynamic leader to help guide the County toward continued success and operational excellence. In this pivotal role, you will assist in overseeing all County operations, collaborating with leadership to ensure efficient, effective, and innovative service delivery.

The County Administration Office coordinates the work of 23 departments and a dedicated workforce of approximately 1,693 employees, while managing the County’s $520,144,384 million budget. MANAGEMENT LEVEL II BENEFITS

EMPLOYMENT AT WILL

The Deputy County Executive Officer classification is an “at-will” position, which is not included in the County’s classified service and is exempt from merit system status. As such, the incumbent is appointed by and serves at the pleasure of the County Executive Officer. As an at-will employee, the incumbent may be terminated with or without cause or notice at any time by the County Executive Officer as the appointing authority.

DUTY SAMPLE

Duties include but are not limited to those described below. Reasonable accommodation will be made when requested and determined by the County to be appropriate under applicable law.

  • Coordinates the work of assigned County departments, divisions, and offices, especially those activities, programs, and projects involving multiple departments and internal services functions.
  • Assists with planning, organizing, and administering operations of the County, either directly or through subordinate management staff; coordinates and evaluates the work of the County in accordance with applicable goals and objectives, laws, mandates, codes, State and Federal regulations, adopted policies and objectives of the Board.
  • Assists in the preparation and direction of the County budget, and assists with departmental budget development and administration, including the development of expenditure and revenue projections; assists with establishing funding priorities, determining service levels and allocating budget resources; monitors revenues and expenditures to ensure compliance with approved budgets.
  • Participates in the development of budget materials including budget instructions and procedures for budget review and data compilation; verifies compliance with procedures and accuracy of information; works with departments to resolve budget issues and make necessary changes.
  • Continuously evaluates operations of assigned departments for policy, fiscal, operational, and political impacts; assists departments with anticipating and resolving issues and discrepancies.
  • Consults with elected and appointment department heads concerning policy, administrative, and operational problems in assigned departments.
  • Reviews, develops, and coordinates the installation or implementation of new systems, projects, programs, and procedures.
  • Conducts and assists with policy, staffing, operational studies, and developing strategies for the changing needs of County departments; performs and assists with complex analytical operations for special projects.
  • Researches, negotiates, prepares, and administers contracts with a variety of contractors, consultants, service providers, and vendors.
  • Manages and supervises a variety of departments, activities, and subordinate staff; directs the operations and personnel of internal service departments.
  • Represents the County Executive Office with the public on a variety of boards, task forces and committees, and with other public agencies; participates in outside community and professional groups and committees.
  • Researches and prepares technical, financial, and administrative reports; prepares written correspondence; makes presentations to the Board.
  • May supervise staff, provide training and professional development; evaluate employee performance, counsel employees, and recommend disciplinary action and other personnel decisions, as directed.
  • May assume the responsibility of the County Executive Officer as assigned.
  • Performs related duties as assigned.
Qualifications

Education: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in business, public administration, accounting, finance, economics, or a related field.

Experience: Three (3) years of administrative or supervisory experience in public sector with an emphasis in department/division, financial, or program management.

LICENSES AND CERTIFICATIONS

Licenses: Possession of a valid California driver’s license issued by the Department of Motor Vehicles at the time of appointment.

SPECIAL REQUIREMENTS Qualify for security clearance through a background investigation and fingerprint including a credit check; must be willing to work occasional irregular hours including evenings, nights, and weekends.
