Zusammenfassung

The City of Red Deer seeks an Operations Financial Analyst (CPA) to provide analytical, systems, and financial support to the Utilities department, ensuring the long-term financial sustainability of Water, Wastewater, Electric, and other municipal services.

You will lead rate modelling, budgeting, capital and operating plans, and reporting to senior management and Council, while driving process improvements and cross-department collaboration in a self-directed role.

Qualifikationen

• CPA designation and university degree in business/accounting or equivalent experience.
• Five years’ progressively related experience in a sophisticated and integrated system environment.
• Experience in project management and coordinating multi-disciplinary teams.
• Experience developing and documenting business processes and internal controls.
• Ability to perform risk analysis and interpret complex financial and regulatory concepts.
• Proficiency in MS Excel and MS Word; familiarity with Access, PowerPoint, Outlook; aptitude for software systems.

Aufgaben

• Provide financial analysis, budgeting, forecasting, and reporting to support decision-making.
• Lead accounting activities including reconciliations, budget development, and financial monitoring.
• Manage utility-focused projects, process improvements, and software evaluations.
• Develop and strengthen internal controls and business processes for efficiency and compliance.
• Research and interpret policies, bylaws, and legislation; train departments on requirements.
• Build stakeholder relationships and mentor staff on financial processes.
